SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) - Honda has agreed to pay million to settle allegations surrounding airbag failures.The lawsuit was brought by a collation of Attorneys General in 48 states.According to the Attorney General of New York the settlement, "Concludes a multistate investigation into Honda's alleged failure to inform regulators and consumers of issues related to the significant risk of rupture in the frontal airbag systems installed in certain model cars, which could cause metal fragments to fly into the passenger compartments of many Honda and Acura vehicles."The California Attorney General’s Office says Honda also agreed to a number of injunctive terms to protect consumers, including requirements that it include design features that protect vehicle occupants in the event of an airbag rupture and a prohibition from engaging in false or misleading advertising related to the safety of its frontal airbags."For years, Honda failed to warn consumers and regulators of the potential dangers of its airbags. That type of business practice not only violates Californians' trust but endangers lives," said Attorney General Xavier Becerra. "Every time we get into our vehicle, safety is a priority. In case any company forgets that California is ready to remind you and hold you accountable."ABC 10News reached out to Honda for a comment on the settlement but did not hear back.According to the California Attorney General’s office, the ruptures have resulted in at least 14 deaths and over 200 injuries in the United States alone."It's a win for the consumer," said Alexander Brangman.On Sept. 7, 2014, Brangman's daughter Jewel rear-ended a van in her rental car on a freeway in Los Angeles. Four vehicles were involved. Everyone walked away from the crash, except her.Brangman said the shrapnel pierced her neck. SAN DIEGO (KGTV) — Demonstrators gathered Friday outside San Diego Police Department's headquarters and marched through the streets downtown in protest of the Wisconsin shooting of Jacob Blake.Sky10 was live overhead as protesters marched through the streets, some carrying flags, to demonstrate. The gathering occurred on the same day as the March on Washington in the nation's capital, where thousands rallied on the 57th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech.SDPD shut down Broadway and E Street between 14th and 15th streets, on the north and south sides of downtown SDPD headquarters in preparation for the protest. A flyer for the demonstration advertised the event as being in solidarity with protesters in Kenosha, Wisc., where Blake, a 29-year-old unarmed Black man, was shot seven times in the back by a police officer on Aug. 23.Officers have not said what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake is reportedly paralyzed from his wounds and recovering in a hospital.Sky10 video showed one individual being detained by police during the gathering. Police say they stopped a vehicle following the crowd after it ran at least one red light. During the stop, SDPD said the crowd also stopped and a suspect from the crowd "sprayed a chemical irritant spray at a line of officers."Four people were arrested, according to police: one for battery on an officer and resisting arrest with violence, and the remaining three for resisting/obstructing officers. SDPD later added that two people were arrested for shining a laser at officers and a police helicopter. Three more people were arrested later in the night, according to police. SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. As a result, Cal Fire is increasing staffing this week. LATEST WEATHER FORECASTNWS officials said, “Santa Ana winds will develop Thursday with peak winds arriving Thursday night into Friday morning before gradually decreasing Friday afternoon and evening. A very dry air mass will spread into southern California on Thursday with lowest daytime humidity on Friday around 5 percent.”According to NWS officials, the Red Flag Warning will impact the San Diego region’s mountain and inland valleys.“Any fires that develop will likely spread rapidly with extreme fire behavior possible.
