(KGTV) - Seventeen homes in Spring Valley were without water Friday night, after a water main break.The homes were mostly along Rothgard Road, according to officials with the Helix Water District.An 8-inch water main broke near Harmony Lane and Cristobal Drive around 3:30 p.m. Crews turned off the water before 4 p.m. to begin repairs.There was a water truck brought out for families impacted by the water shut off.Crews expect to have repairs completed, and the water turned on again by the Saturday morning. 540

SPRING VALLEY, Calif. (KGTV) -- A driver was arrested Monday morning after hitting several parked vehicles and shearing a fire hydrant in Spring Valley, sending water towards nearby homes and a church.According to the California Highway Patrol, the incident happened at around 5:15 a.m. in the 9100 block of Akard Street.CHP officials said the man struck at least two parked vehicles, hit a fire hydrant and then lost control, causing his truck to flip over.The driver crawled out of his truck and tried to run away, but officers captured him a few blocks away.When the truck slammed into the fire hydrant, it caused a geyser that reached up to 40 feet in the air and flooded nearby homes and the Grace Covenant Church.Most of the water damage affected the WOW Christian Preschool at the church. School director Sally Gutierrez said both of the classrooms sustained heavy water damage, as well as the playground areas."The floor, the carpets, it all got pretty wet," said Gutierrez. "There's even water dripping down the walls from upstairs."Water crews were able to shut off the geyser after about 20 minutes.The preschool reopened in May after closing during the coronavirus pandemic. Only 10 students were enrolled, but they had planned to expand to 30 students in the fall to start the new school year."We don't really know how long we'll be closed now," said Gutierrez. "Everything's on hold. The car that crashed, it affected to many of the neighbors, but it affected us as well, and all of our families."The driver, who was placed under arrest, was taken to the hospital to be evaluated for minor injuries. SOLANA BEACH, Calif. (KGTV) - The City Council in Solana Beach wants to make it illegal to sell any kind of flavored tobacco within the city."What we're doing right now is a reaction to what is literally an epidemic," says Councilmember David Zito.He says the Council has seen the numbers from the CDC and other health agencies showing a rise in underage smoking, mostly related to the increase in e-cigarettes. That's why they're taking such a drastic step."This is not a safe thing to do and we need to take these kind of precautions," says Zito.Under the proposed ban, stores in Solana Beach wouldn't be allowed to sell any kind of flavored tobacco. That means menthol cigars, flavored hookah tobacco, flavored cigars, e-cigarettes or anything else that has a "distinguishable tast or aroma or both, other than the taste or aroma of tobacco, imparted by a Tobacco Product or any byproduct produced by the Tobacco Product."Right now, the ban would only affect a small handful of stores in the city. The two gas stations within Solana Beach already limit their sales of flavored products to just menthol. There are a few other convenience stores that sell e-cigarettes and other flavored products.
