BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

CANBERRA, May 10 (Xinhua) -- Technology may have a harmful effect on children's development and creativity, Australia's report found on Tuesday.The Pilot Pen Australia Creativity Report found that children could be depending too much on technology such as computers.Written by psychologist Kimberley O'Brien, the report suggested that students are becoming scared of handwritten tasks as there is no spelling or grammar check tool to pick up their mistakes as they go along."Children who develop this kind of dependency on computer software are less likely to write using a pen and paper given that they will feel a vulnerability to failure," the report said.It said using software that immediately tells children to correct errors like spelling and grammar could disrupts their thought patterns and stunts their ideas, and children who hand write are able to produce almost twice as many ideas as those using computer technology to write a creative story.The report studied 300 Year five and six children, and found handwritten essays were completed significantly faster and contained a higher standard of sentence structure, grammar, punctuation, cohesion, ideas development and organization than those completed using keyboards.A further study found students in Years two, four and six produced up to twice as many ideas writing on pen and paper as those on computers.O'Brien said the results were due to computers putting extra pressure on writers to edit as they go rather than get their ideas down first and edit minor mistakes later.O'Brien said children were most likely to develop their handwriting skills between the ages of eight and 10, and she urged all teachers and parents to ensure their children met community standards for legible handwriting.However, she said that computers are a good support tool, and they should not replace handwriting entirely.

The hearings, entitled "Protecting Mobile Privacy: Your Smartphones, Tablets, Cell Phones and Your Privacy," is scheduled to take place next Tuesday in the wake of an iPhone location database controversy.Tribble is one of the industry's top experts in software design and object-oriented programming, known for helping to design the Mac OS and user interface. He is considered as the right-hand man of Apple CEO Steve Jobs and has been with Jobs since they developed the original Macintosh. When Jobs was forced to resign from Apple in 1985, Tribble followed Jobs and co-founded another computer company NeXT Computer. He rejoined Apple and Jobs in 2002.At the upcoming Congressional hearing, Tribble will be joined by Alan Davidson, Google's director of public policy for the Americas.Apple has been under heavy fire after it was alleged last month that its iphones and other smart phones had been collecting customers' location information. In the wake of the controversy, U. S. senator Al Franken, chairman of the Senate Judiciary Subcommittee on Privacy, Technology and the Law, scheduled the mobile privacy hearing and asked representatives from Apple and Google to testify.Apple has denied the alleged practice and released software updates to make iPhone store less location information to quell public concerns over privacy.

  

BEIJING, March 22 (Xinhuanet) -- An autopsy began Monday on Berlin zoo's superstar polar bear Knut who died suddenly on Saturday, media reports said.However, it remained unclear when the results from the post-mortem examination of Knut would be published."I cannot give you a timeline. We will inform the public when we know what the exact cause was," AFP quoted spokeswoman Claudia Bienek as saying.Knut died while sunbathing at Berlin zoo in Germany in front of visitors. The four-year-old swivelled around several times before falling backwards into the water in his enclosure.Witnesses said he suffered a series of convulsions and appeared to have had an epileptic fit or a heart attack.Knut was born in 2006 to a female bear who rejected him at birth. He was hand-raised by his keeper at the zoo. Films were made about him and he appeared on the front cover of Vanity Fair magazine and earned the zoo about 7.11 million U.S. dollars.More than 15,000 Knut fans have so far paid tribute to him on Berlin zoo's website. Hundreds more have flocked to the zoo in person to lay flowers at his enclosure.
