(KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

Mike Lee, R-Utah, appeared at Judge Amy Coney Barrett's confirmation hearing in-person on Monday and delivered his opening remarks without a mask.On Oct. 2, Lee announced that he had tested positive for COVID-19. He was one of about a dozen high-ranking government officials — including President Donald Trump — who attended Barrett's Sept. 26 nomination ceremony at the White House and later contracted the virus.Lee said he had received a letter from Congress's attending physician, Dr. Brian Monahan, clearing him to return to his in-person duties — though the letter did not note that Lee had tested negative for the virus."Based upon current CDC guidelines, you have met criteria to end COVID-19 isolation for those with mild to moderate disease," Monahan's letter read. "Specifically, it has been greater than 10 days since symptom onset, you have had no fever in absence of fever reducing medication for at least 24 hours, and your other symptoms have improved. The CDC does not recommend repeat SARS-CoV-2 PCR testing if these criteria are met.”It's unclear if Lee was tested prior to appearing in the Capitol Building on Monday. A call to Lee's press office in Washington was not returned.Lee was wearing a mask when entering the hearing room, and photos show that he continued to wear one when not speaking. Thom Tillis, R-North Carolina, a Committee member who announced a positive COVID-19 test the same day that Lee did, chose to deliver his opening statements via teleconference.Lee's appearance comes after Senate Judiciary Committee Chairman Lindsey Graham refused to take a COVID-19 test ahead of a debate against his Senate seat challenger, Jaime Harrison. Graham's refusal to take a test forced a change in format for the weekend debate.During his opening comments, Leahy claimed that Republican senator's aversion to COVID-19 tests was a political tactic to remove any risk that would delay Barrett's nomination until after election day.In his opening remarks, Graham said that his committee had consulted with Monahan and the Capitol architect officials to set up the hearing room "in a fashion we can safely do our business."Following senators' opening statements, Graham explained that the Capitol architect had deemed the hearing room to be in compliance with CDC social distancing guidelines. He said that he wanted to make sure the room was safe but added that like the rest of America, the Senate needed to get "back to work."He also added that he had tested negative "last Friday" following brief contact with Lee, and said that he would not be tested for the virus at the request of "political opponents."Earlier this year, Monahan asked senators to wear masks while on the Senate floor. (KGTV)- Wednesday morning, 59-year-old Leslie Furcron slowly made her way to reporters outside the La Mesa Police Department to speak for the first time since she was shot in the forehead by the police bean bag during a protest and then hospitalized.“I'm a law-abiding citizen and I never came here that night for this to be a part of my story,” she said.Attorney Dante Pride said she was one of the thousands of people in front of the La Mesa Police Department two Saturdays ago where she was peacefully protesting police violence. At the time she was hit, police say officers deemed the gathering an unlawful assembly so they began to use measures to disperse protesters, including tear gas and bean bag rounds. He added that she can't remember everything because of her injury. He did address the Facebook Live video she posted, which appeared to show her throwing a can.“The information that we have now is that she threw a can on the ground and in retaliation for that is when the La Mesa Police Department officers targeted and shot her in the face,” he told reporters.In a timeline released on Tuesday by city officials, a round was fired from about 40 yards away toward her after she was reportedly seen throwing an object at deputies.“There is nothing on camera or anywhere that will show that she made an officer of La Mesa Police Department either fear for their life or injured them,” he told reporters.“I'm a god-serving person. According to the City of La Mesa, charges against Peter Carzis, 76, include one count of felony vandalism and three counts of misdemeanor battery.An additional misdemeanor charge of committing a lewd act in public was also issued for an incident that occurred on January 18. Monday, news crews gathered outside Peter’s Men’s Apparel, a clothing store owned by Carzis, to speak with him about reports of lewd acts occurring outside the store over the weekend. As cameras rolled, Carzis was seen cursing before attacking a news photographer and slapping the phone out of a reporter’s hand. Police said Carzis caused “irreparable damage to a video camera reported to be worth approximately ,000.”According to police, Carzis "is also the suspect in two other reported crimes, a misdemeanor battery and a misdemeanor lewd act in public" that occurred on Jan. 18 in front of his store.
