BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.

HONG KONG, April 16 (Xinhua) -- A volunteer from Hong Kong who lost his life on Wednesday when rescuing others in the earthquake- hit Qinghai province of China, has been recommended for a gold medal for bravery at home, local authority said on Friday.Wong Fu-wing, a 46-year-old volunteer, escaped from the earthquake on Wednesday morning but returned to rescue the trapped orphans and teachers in the orphanage where he worked in Yushu county of Qinghai province. He was critically injured by falling debris in a powerful aftershock.Tsang Tak-sing, Secretary for Home Affairs Bureau of Hong Kong Special Administrative Region (HKSAR) government, said on Friday that Wong has been recommended for the Medal for Bravery of Hong Kong.The Medal for Bravery (Gold), created in 1997, is the first rank in the Order of the Medal for Bravery, awarded for acts of gallantry of the greatest possible heroism or of the most conspicuous courage in circumstances of extreme danger.Chief Secretary Hengry Tang Ying-yen said Thursday that Wong's selfless sacrifice deserved the highest respect and expressed condolences to his family.Wong's family members departed from Hong Kong to the disaster zone of Qinghai province on Thursday to collect his remains. BEIJING, May 31 (Xinhua) -- China's gasoline prices will be cut by 230 yuan (33.7 U.S. dollars) per tonne and diesel prices by 220 yuan per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced Monday.The price cuts came after a record high in price hikes in April. The previous price cut was in September 2009.Before the adjustment, the benchmark price of gasoline was 7,420 yuan per tonne and diesel 6,680 yuan per tonne.Cao Changqing, head of price department of the NDRC, said the adjustment was "timely and in a proper amount" in response to recent changes in the international crude oil prices.International crude oil prices had been rising before May, when they began to decline, the NDRC statement said. The recent drops had amounted to 4 percent, meeting price adjustment conditions, it added.Cao said the move was also based on the global and domestic economic sitations and oil supply and demand as well as the country's pricing mechanism.In 2009, China adopted an oil pricing mechanism that allows the NDRC to adjust retail fuel prices when the international crude oil price changes by more than 4 percent over 22 straight working daysThe government would raise benchmark prices for domestically-produced onshore natural gas by 230 yuan per thousand cubic meters, or 24.9 percent, to 1,155 yuan per thousand cubic meters because of relatively low prices and strong demand, he said.

BEIJING, May 10 (Xinhua) -- China's Health Ministry on Monday vowed to ban smoking in all its offices in four months, part of an arduous campaign to curb public smoking around the country.Yang Qing, director with the ministry's community health department, told reporters that hospitals, clinics and other medical institutes nationwide should follow suit to impose strict smoking ban by 2011."No Smoking" signs will be placed in the ministry's conference rooms, lavatories, car parks and stairways while a designated smoking area will be set up outside the office building, the official said.He said the ministry also bans its employees from giving tobacco as gifts -- a rooted tradition in China's office culture. Employees who break the ban will be punished, while those who quit smoking in a year can expect cash rewards.Though Yang did not elaborate how hospitals and clinics under the ministry's supervision should go tobacco-free, it is widely believed that similar policies will be imposed soon among the country's medical institutes.Data from the ministry show China has more than 350 million smokers, mostly men influenced by a macho culture. Doctors with smoking habit have become a prime target of China's tobacco control campaign.Yang said smoking should be banned in all public venues, workplaces and public transport vehicles by 2011, according to the World Health Organization Framework Convention on Tobacco Control, which took effect in 2005.It was signed by the Chinese government in 2003 and ratified by the country's top legislature in 2005. National and local governments ramped up anti-smoking campaigns in recent years, but these were not effective as expected because no strict laws are in place, observers said.Yang said the ministry is now coordinating with the country's lawmakers to push for such legislation.

It would also step up efforts to revamp income distribution, aiming at narrowing the yawning wealth gap.
