SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. Mitch Thompson, of the Pacific Southwest Association of Realtors, said the resolution could impact between .5 billion and billion in rental income, and affect people like him and his wife. Thompson said they are retired, and rely on property income.He added that he didn't know if the county had "sat down with any property owners" before crafting the proposal. SAN DIEGO (CNS) - The remains of a 33-year-old Marine killed last week along with three fellow Miramar-based servicemen in a helicopter crash in Imperial County will arrive in San Diego Saturday in preparation for funeral services.Gunnery Sgt. Derik R. Holley of Dayton, Ohio, and his crew mates were taking part in training exercises near El Centro when the CH-53E Super Stallion they were aboard went down for unknown reasons on the afternoon of April 3. The cause of the crash is under investigation.Holley's body will arrive at San Diego International Airport late Saturday afternoon, then be transported via a military procession to a Mountain View- area mortuary, according to Laura Herzog, executive director of Honoring Our Fallen, a support group for families of military casualties.Also killed in the accident were Lance Cpl. Taylor J. Conrad of Baton Rouge, Louisiana; 1st Lt. Samuel D. Phillips of Pinehurst, North Carolina; and Capt. Samuel A. Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073

SAN DIEGO (CNS) - The San Diego Metropolitan Transit System and North County Transit District will host the region's third "Free Ride Day" Tuesday, making all fixed-route bus and rail services free for everyone to use throughout San Diego County, ensuring residents are able to reach their polling place and exercise their right to vote."Free Ride Day this year has a different purpose than in past years," said Nathan Fletcher, MTS Board Chair and San Diego County Supervisor. "We are holding it on one of the most important days for our country -- Election Day. We want San Diego residents to have every opportunity to participate in our democracy. Free transit rides all day long will help do just that."Free rides will be honored on all MTS and NCTD fixed-routes services including buses, the trolley, Sprinter and Coaster. MTS and NCTD services will operate on a normal weekday schedule.Passengers will not need a Compass Card or valid fare for either system, but face coverings will continue to be required on board all MTS and NCTD vehicles and at transit facilities. SAN DIEGO (CNS) - San Diego County will have enough water for 2019 in spite of low rainfall and high temperatures over the past year, the San Diego County Water Authority announced today.Rainfall during the 2018 water year, which ran from Oct. 1, 2017, to Sept. 30, totaled slightly more than three inches at San Diego International Airport, the county's precipitation measurement site. SDCWA officials say that's 67 percent lower than usual and the county's second-lowest annual rainfall total since 1850.Despite the scant amount of rain, the Water Authority expects that increased water-use efficiency and many water supply facilities will keep the county well-stocked with water for the immediate future. The Carlsbad Desalination plant produces roughly 50 million gallons of safe and drinkable water per day and the San Vicente Dam currently holds about 100,000 acre-feet of water after the Water Authority took action to conserve water resources because of recent droughts.One acre-foot of water, roughly 325,900 gallons, can supply two four-person households for a year, according to the agency."It has been very hot and dry, but we have invested wisely in infrastructure, and regional water use remains well below where it was at the start of the last drought," said Jeff Stephenson, the Water Authority's principal water resources specialist. "In fact, potable water use over the past three-plus years was 17 percent below 2013, which shows that San Diego continues to live WaterSmart."San Diego County currently has "severe drought" conditions, according to a regional classification by the U.S. Drought Monitor, but the investment of more than .5 billion over the last 30 years for local water infrastructure improvements has paid off, according to the SDCWA.Along with that investment and hedging against future droughts, the county is expected to see more rainfall in the coming months, Stephenson said."We are looking for a wet winter locally, and in the Sierra and Rocky Mountains, to help replenish reserves for future years," he said. 2060
