ESCONDIDO, Calif. (KGTV) — New undercover video appears to show signature gatherers pitching falsehoods to voters get them to sign petitions that would force the massive Newland Sierra development to a public vote.The County Board of Supervisors approved the project last month. It calls for more than 2,000 new homes on nearly 2,000 acres north of Deer Springs Road in Escondido. Opponents, backed by the exclusive Golden Door Spa, launched a signature drive to collect about 68,000 signatures from registered voters before Oct. 26. It would delay the project so the public can weigh in at the polls. On Friday, Newland released undercover video purportedly showing the signature gatherers making claims that the development would raise taxes, force people out of their homes, and encompass 430,000 acres. "What they're doing is basically putting in a bunch of homes, stores, casinos, hotels," one petitioner says in the video (the plan does not call for casinos or hotels).Steve Inscoe, who lives in Escondido, said signature gatherers told him that plans called for one million square feet of commercial space (it calls for 81,000), and that there was no plan to mitigate traffic (Newland Sierra says it will spend million on traffic improvements)."We are at a time when we need a whole lot of housing," said Inscoe, who supports the project.But the committee behind the petition says the real story is what's not in the video. Newland Sierra has deployed so-called truth teams that are allegedly the aggressors - an attorney for the committee says they even surround signature gatherers to block them from doing their jobs. It has led to confrontations, plus restraining orders and cease and desist letters from Vons/Albertsons. Rita Brandin, a vice president at Newland Sierra, said the signature gatherers are the ones who get confrontational."When a signature gatherer who is being paid says 'this project will raise taxes,' our truth teams can say 'that's inaccurate.' So because the signature gatherer is the one that signature by signature is making his paycheck, they get aggressive," she said.Newland Sierra sent the committee a cease and desist letter, reserving its right to litigate.In a response, Sean Welch, the attorney for the committee, warned Newland Sierra against any legal action. He noted that the signature gatherers are trained and that the First Amendment provides wide latitude for political expression. "It is beyond dispute that the Newland Sierra Project is extremely controversial, and that a large number of voters throughout San Diego County has long been opposed," Welch wrote. ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. Twenty other California cities are considering similar bans, Wang said.“I’ve never seen a restaurant run on electric stove-tops. I couldn’t imagine cooking without natural gas. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. FARMINGTON, Utah — A man faces felony charges after he admitted to stabbing a woman and throwing her out of a moving car in Sunday night, killing her. At about 9:50 p.m., emergency dispatch started receiving calls about a body in traffic on northbound I-15. Witnesses reported seeing a vehicle driving erratically and nearly hitting the median."A short time later, witnesses stated a person or what appeared to be a body came out of the vehicle on the driver side. The vehicle then continued for a distance continuing to drive erratically before it came to a stop," a probable cause statement said.A Davis County Sheriff's Office deputy made contact with Oscar Cuevas-Landa near State St. and Main St. in Farmington.According to the probable cause statement, Cuevas-Landa had blood on his hand, forearm and pants, and he was wearing no shirt and only one shoe."After being advised of his Miranda [rights] the subject spoke about the incident stating that he had stabbed the victim multiple times, unbuckled her seat belt, reached over and opened the door and then pushed the victim out of the driver side door," the statement said.Investigators believe Cuevas-Landa had hitched a ride with the victim, whom he didn't know."During that journey, [Cuevas-Landa] stated that the victim looked at him funny, so he stabbed the victim several times and then pushed the victim (driver) from a vehicle moving at freeway speeds," the probable cause statement said.Cuevas-Landa also told investigators he had been using marijuana and LSD.A State Bureau of Investigation agent responded to the area where witnesses reported seeing the body and found the woman dead.Police didn't identify the victim, but said she suffered extensive injuries , including two wounds consistent with stabbing injuries.Cuevas-Landa faces a first-degree felony charge of murder and a second-degree felony charge of aggravated assault resulting in serious bodily injury.This story originally reported by David Wells on fox13now.com. 2006

ENCINITAS, Calif. (KGTV) - A 13-year-old boy suffered burns to his face after a science experiment at Capri Elementary School in Encinitas went awry.Priest Rivera, a 6th-grade student, said a teacher was attempting to show a group of students an experiment known as the “black snake” or “carbon snake” when it exploded in his face.The experiment involves mixing sugar and baking soda with a flammable liquid and lighting it on fire to create a snake-like reaction.Rivera said the teacher told them to stand in a semi-circle around her on the field as she lit the experiment on fire.“The teacher kept on pouring more rubbing alcohol onto the flame itself because the flame wasn’t building up,” said Rivera.That’s about all he remembers before waking up in an ambulance with a sharp pain all over his face.“My face was constantly burning and burning,” he said. “I still feel it right now.”He spent six days in the hospital and underwent four surgeries, according to his mom Gina Rivera.“It was just hell,” she said about the experience. “He kept saying, ‘mom am I going to go blind?’”Priest kept his eyesight but two weeks after the accident, still had bandages around his face to protect the burn areas.Gina said it’s still unclear how bad the injuries will end up being though she said the effects will be long-lasting. “It has halted his life. It’s changed his life,” she said.The outgoing superintendent of the Encinitas Union School District, Timothy Baird, told 10News they could not comment on any specifics because the incident involved a student. Though, he did say the district is investigating what happened.The Rivera family has hired a lawyer and plans to sue the district. 1692
