CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Things are supposed to be done right. This is not right. This [was] not done right at all,” adds Valenzuela. 2782

CEO Win Cramer said they have lived the American Dream, saying they're a scrappy business always fighting to get on top."We worked out of literally, a house, or a rundown office or an apartment building forever," he said. JLab competes against major brands like Bose and Beats.They found a niche and made a name for themselves, "We came out with some fun colorful designs that happened to be on trend."Cramer said innovation is their secret weapon."It gives you the option to really tune out on a plane, you push a button and the engine noise goes away," explaining one of their earbuds.Their newest challenge is Trump's trade war. Billions of dollars in tariffs imposed on China are going into effect, and while all of the design work is done in Carlsbad, 100% of JLab's product is shipped from China.Cramer was sitting on a plane when he saw the alert, "this news pops up on my phone that 0 billion in tariffs announced, I quickly perused the list and saw our tariff code that we import 80% of our products was on the list and I just had this feeling of oh gosh we're going to have to fight this battle that we don't know how to fight."He is bending every ear within reach to spread awareness of how this affects JLab and other American businesses and even went to Washington DC to plead his case.Cramer said no legislators were there, just staffers and no electronic devices were allowed into the room. He said there is a written record of what was said."It was the largest hearing in US history which in it of itself should tell you something and how folks are, at least businesses like us are taking this pretty serious," he said.Production costs could increase by 25% and with the holiday season upon us, he's running out of options, "layoffs or pay cuts being the last option, certainly not something that I want to do or think about or consider, but it's something we're being forced to consider."He hopes change is swift and those in power hear his plea.He said the company will find out in mid-September how big the changes will be, and will see impacts as early as October. California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. Scott Wiener, who authored the bill, told The Associated Press. "Overwhelmingly the people who are being victimized are trans people.""California has some of the strongest pro LGBTQ+ laws in the nation and with the bills signed today, our march toward equality takes an additional step forward," Newsom said in a statement. CARLSBAD, Calif. (KGTV) - On a given evening, the streets of Carlsbad Village are filled with people walking, biking, and driving across the train tracks that bisect the city.The number of trains passing through has also been steadily increasing.“There are projections that say in the next 10 years train traffic is going to double through this region,” said Jason Haber, who works for the City of Carlsbad.Carlsbad Village is one of the last remaining stretches of train tracks along the San Diego Coast that has not been double-tracked to accommodate the growth in train volume. But there are plans to change that.The option being pushed by the city is to trench the tracks through the downtown area. That would also address the other pressing issue on the tracks: safety.In the last 5 years, the North County Transit District says 11 people have died from being struck by a train in the city.Last September, Jason Holsinger was killed where the tracks cross Grand Avenue when he rode his bike passed a lowered crossing arm.Near Tamarack Avenue, Josh Foster was killed last February while walking along the tracks. The Medical Examiner determined he had marijuana in his system but ruled it an accident.One of the most high profile deaths occurred in 2014 when 22-year-old Patrick Terrin was struck by a train while crossing at Grand Avenue after a night of drinking.The family sued the City of Carlsbad and BNSF railways claiming there were inadequate safety measures at the crossing for pedestrians. However, they lost the case when a judge determined the city and BNSF were not liable.If a plan to trench the tracks is given the green light, the vehicle and pedestrian crossings would go over the tracks.Two alternatives are currently being looked at, a shorter and longer version.The North County Transit District oversees the tracks in the area and would end up making the end decision. It’s unclear where the money would come from at this point. Depending on the alternative chosen, the project could cost between 300-400 million dollars. Construction could take several years. 2093
Businesses are one step closer to growing their own marijuana in San Diego. The deadline to enter the lottery for those permits ended Wednesday afternoon. Bradley Fisher really has his hopes up. "I'm getting it," said Fisher. "I'll be one of the 40 forsure." He applied for two permits Wednesday so his client can start growing their own pot. He submitted his paperwork ahead of the lottery deadline, which gives him a better chance of getting that permit down the road. His client already has a warehouse set up for production. "They're able to grow it and bring it right to the dispensary," said Fisher. "They can make baked items as well, cookies, cakes the whole nine-yards, and it's all legit because they'll have permits for it."But it's not a simple process. "They're gonna put like a mezzanine in the building, in the warehouse, ovens, and stuff like that, tons of lights," said Fisher. "Electric is going to be off the hook; water is going up there. It's very costly, but then again its very beneficial."The city is now reviewing those applications to make sure they meet their demands. "To make the cultivation center you need to be 1,000 feet from any schools, any churches, daycares, parks."Applicants can still apply for appointments Thursday even if they weren't part of the lottery.
