SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) - Protesters are demanding a change to how sex education is taught to students in California. They say a law passed a few years ago and written by local Assemblywoman Dr. Shirley Weber is sexualizing young minds. The group of protesters is with the Alliance to Protect Children. They tell 10News they are for sex ed in school, but the law is teaching students more than what parents are comfortable with. “It feels like its a disrespect to all mothers and children everywhere,” said mother of two Domonique Hinton. Dozens of protesters stood outside Dr. Shirley Weber’s office downtown Friday morning, speaking against Assembly Bill 329 that was written and passed in 2015. The bill makes it mandatory for students 7th through 12th grade to be taught sex education, but it also gives schools the option to offer the age-appropriate curriculum to lower grades. AB 329 states, “‘Comprehensive sexual health education means education regarding human development and sexuality, including education on pregnancy, contraception, and sexually transmitted infections.”Protesters say graphic details of sexuality should not be taught in schools. “That is not the same as sex ed like we probably had in high school or middle school. That's something different,” says organizer America Figueroa. “Just that word, sexuality, it includes a lot of things in it like the teaching of other ideologies as well as sexual behaviors.”The group says a new bill will be introduced next year that will allow parents to review the curriculum online, so there is complete transparency. 10News reached out to Dr. Weber’s team. SAN DIEGO (KGTV) — President Donald Trump spoke Tuesday about the U.S.-Mexico border as his battle with Democratic lawmakers over border wall funding sends a government shutdown into nearly three weeks.President Trump is scheduled to meet with those working at the border in what the White House has called a "crisis" at the southern border.As Democratic lawmakers continue to flatly reject any funding for the President's border wall, Trump says he has considered declaring an "immigration emergency" in order to lock in funding.WATCH: President Trump's prime-time address hereTODAY'S BORDER BARRIERAbout 653 miles of the 2,000 miles across the U.S.-Mexico border has fencing or barrier, according to the Advocacy for Human Rights in the Americas.U.S. Customs and Border Protection has already set aside about .4 billion to fund construction of new and replacement barriers along the border, Newsy reports. However, according to CBP data, only 12 of those individuals were encountered at the southern border from October 2017 to October 2018, according to CNN.Homeland Security Secretary Kirstjen Nielsen said earlier this month CBP has stopped over 3,000 "special interest aliens trying to come into the country on the southern border."However, there's no uniform definition of the term "special interest alien." SAN DIEGO (KGTV) -- Police are searching for a homeless man a Mission Valley father says tried dragging his daughter into bushes before she was able to escape.Chris Gilbert says his 11-year-old daughter went to check the mail Saturday around 2 p.m. on the 5900 block of Caminito Deporte when the incident happened.After walking across the street to check the mail, Gilbert says his daughter felt hands on her shoulders.RELATED: San Diego Homelessness Czar to go on leave to open Mormon temple"She thought it was me, sneaking up playing a game,” Gilbert said.Then, Gilbert says, the man grabbed the 11-year-old by the neck and started dragging her toward some bushes.“She told me he put his hands on her shoulders from behind and was holding her, turned around and kicked him in the shin, got loose and ran into the house and found me upstairs.”That’s when Gilbert ran downstairs to confront the homeless man, hitting him in the shoulder as a warning.RELATED: Oceanside residents demand solution to homelessness issue“I said, ‘you need to get out of here,’ then he started hitting me.”Gilbert’s daughter describes the man as six foot, two inches tall, between the ages of 40 to 45 with thick glasses.
