SAN DIEGO (KGTV) -- The former Imperial Beach man convicted of molesting and strangling two young boys in 1993 has died of coronavirus, the California Department of Corrections and Rehabilitation said. Scott Thomas Erskine, 57, was sentenced to death in San Diego County in 2004 for the first-degree murders of 9-year-old Jonathan Sellers and 13-year-old Charles Keever.The California Department of Corrections said Erskine died from complications due to the virus at an outside hospital. He was on death row at San Quentin. Both Sellers and Keever disappeared while on a bicycle ride near their South Bay homes. Erskine lured the victims to an igloo-shaped “fort” of brush before molesting and strangling them.In March of 2001, Erskine was serving a 70-year sentence for raping a San Diego woman when newly-tested DNA linked him to the murder of the boys.Erskine also pleaded guilty to a second-degree murder for the Florida slaying of 26-year-old Renee Baker. "Pretty sure the rent's pretty up there," said Arthur Reynoso, walking by the building on Thursday. What most people don't know, however, is that 45 of the 224 condos in the building are affordable - to own. It's rare for one to come on the market, but a handful do each year. In fact, one is about to sell for 5,341, which is about 40 percent off the median condo price of 6,000 in North Park. The commission oversees about 250 for-sale affordable homes in San Diego - located in Carmel Valley, Black Mountain Ranch and North Park. Only four are for sale now, and Raman said all have been matched with buyers. However, they can list anytime. A homeowner can sell the property to anyone he or she wishes - so long as they are qualified - but the commission still maintains an interest list and is accepting applicants. Currently, there are about 275 households qualified for that list. The homes are not listed on the MLS. Still, there are restrictions when owning one of these units. Owners must live in them, and cannot rent out any part to supplement income. The commission checks that annually. Qualified buyers usually have 60 to 110 percent of area median income. The homes are deed-restricted for generally 45-50 years, meaning they have to be sold at an affordable price for that time span. SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. We do just a lot of stuff to make these kids happier."They felt the effects of COVID-19 like many other organizations.
