SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) — Some COVID-19 survivors are noticing a surprising symptom months after their battle with the virus: hair loss.Nikki Privett said she had a mild case of COVID-19 back in April, but several months later, she says her hair started falling out in chunks.“I noticed that more and more was coming out in my hands and then eventually in July it became handfuls,” she told our sister station WRTV in Indianapolis. Dr. Nancy Maly, a physician in dermatology at Sharp Rees-Stealy, said she has seen more patients with complaints about hair loss recently, both from those who have recovered from COVID and those who have not been infected."I definitely have seen more patients lately coming in for hair loss -- with and without having had COVID," Maly said. "From what we know about COVID, there's not really a compelling reason to believe that it's the virus itself but more likely it's this stress-induced kind of hair loss that we know about and see all the time."Doctors believe it’s most likely a condition called telogen effluvium, a type of hair loss that can affect both women and men, and typically starts about three months after a stressful event.It can be triggered by emotional stress like a job loss or the death of a loved one, or by physical stress like a serious illness.Typically, adults shed about 100 hairs a day. But Dr. Maly said when your body is in shock or fighting a disease, there can be backlog on that hair loss.“During that stressful time, your body is prioritizing the most important functions and shedding your hair is not one of them,” she said. “So you end up having that delayed reaction where the hairs that were supposed to fall out during that time fall out later.”There is not a direct treatment for telogen effluvium but this temporary form of hair loss usually resolves itself after about three to six months, she said.There’s also early research showing a different kind of link between hair loss and the virus.Two small studies showed that bald men may be up to 40 percent more at risk of developing a severe case of COVID-19. Scientists theorize it’s because bald men have higher levels of a hormone called adrogen that seems to help the virus enter cells. 2216

SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. SAN DIEGO (KGTV) - Some 4,500 sailors and marines reunited with their families at Naval Base Coronado Friday. Eight months ago, the Amphibious Assault Ship USS Essex and two support ships, the Anchorage and Rushmore, set sail for the Western Pacific and Middle East.The deployment was of historic significance as the military's newest, multi-use fighter jet, the F-35B flew its first combat missions in support of U.S. troops. The Navy reported the jet supported troops in Iraq, Syria and Afghanastan but the exact nature of that support not being divulged at this point. However, the Essex commander confirmed armaments were used by the aircraft.Friday, the primary focus was hugs and kisses. The "official first kisses" involved two young sailors greeting their wives with long embraces. Fathers also met their babies in person for the first time. One dad told 10News it was impossible to put into words how good it felt to hold his new son. The infant, who seemed at ease in his father's arms, then gave a big smile. Sailor Rhett Orth also held his baby girl for first time. His sentiment shared by many, of how hard it is to be away from home but how amazing it feels to be back. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System has approved a plan to convert all of the agency's 800 buses to a zero-emission fleet by 2040.The agency will send its plan to the California Air Resources Board for certification. State regulations require public transit agencies to gradually transition to all-zero emission bus fleets by 2040.MTS' plan aims to cut down on greenhouse gas emissions by about 43% over the next 19 years. The cost of the full transition is about 1 million over that same time frame. It will cost about 5 million more to acquire land and build a new facility to accommodate additional electric buses, according to MTS.A "first-in-the-nation" overhead gantry system is also included in the plans to automate charging."MTS has been testing six electric buses in revenue service over the past 10 months and we’ve been very pleased with their performance," said Sharon Cooney, MTS Chief Executive Officer. "The performance data makes us confident that we can make a transition to an entire fleet of zero-emissions buses over the next 19 years, and continue to provide the highest quality of service our passengers expect and deserve."The busses will be rolled out in priority to routes through communities considered by MTS to experience the most negative impacts of greenhouse gas emissions and environmental health.
