ANTANANARIVO, Nov. 11 (Xinhua) -- visiting Chinese top legislator Wu Bangguo met here Tuesday with Madagascan Prime Minister Charles Rabemananjara. The two sides exchanged views on bilateral trade ties and reached important consensuses.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), said China's top legislature has attached great importance to development of the political ties between the two countries, and that the substantial cooperation is of key concerns for both sides.     China will expand the cooperation with Madagascar in fields like energy, mining, hydropower, agriculture and human resource, and encourage the Chinese companies to establish projects with their Madagascar counterparts, Wu said. JOHANNESBURG, Jan. 17 (Xinhua) -- Strengthening friendly relations and cooperation with Africa is an important foundation of China's foreign policy, and remarkable development has been achieved in China-Africa ties in the past year, Chinese Foreign Minister Yang Jiechi said here Saturday.     Yang, who was wrapping up a visit to Uganda, Rwanda, Malawi and South Africa, said China and Africa maintained high-level exchanges, and deepened their strategic mutual trust in 2008.     Last year, many African leaders paid official visits to China, or traveled to China to attend the Beijing Olympics and the Beijing Paralympics, he told Xinhua.     African countries continued to offer their valuable support for China on issues concerning China's core interests, he added.     Africa and China are facing new opportunities for developing their ties this year, Yang said.     Chinese leaders will continue to make the development of China-Africa ties a top priority in China's external relations, he said.     In recent years, top Chinese leaders have paid visits to Africa every year, he said, adding that more such trips are likely to be scheduled for this year.     Moreover, the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) is scheduled to take place in Egypt in the fourth quarter of this year, with the aim of making a comprehensive assessment of the implementation of the consensus reached at the Beijing Summit of FOCAC in 2006.     In 2009, China, on the principles of sincerity and friendship, equality, mutual benefit and common development, will continue to strive to promote unity and cooperation with Africa, with emphasis on seeking ways to deepen pragmatic cooperation between the two sides, the minister said.     China will expand cooperation with African countries in infrastructure building, agriculture, telecommunications and human resources development, he said.     Yang said China attaches great importance to Africa's important role in such issues as Darfur, Zimbabwe, Somali pirates and UN Security Council reforms.     China will continue to keep close communication and coordination with Africa, strive to promote mutual understanding and mutual support, push for the peaceful settlement of relevant issues, and safeguard the common interests of developing countries, he added.

BEIJING, Jan. 1 (Xinhua) -- China Dairy Industry Association (CDIA) on Thursday told Xinhua more information on setting up a medical compensation fund for victim babies in the tainted milk powder scandal.     "The scandal caused great harm to infants and the society, so firms involved in the scandal feel very regretful for this. To be responsible for their wrongdoing and rebuild the dairy industry's reputation, these companies offer to shoulder social responsibilities," said the association.     Sanlu, the dairy producer at the center of the tainted milk powder scandal, and other 21 firms blamed in the scandal had decided to set up a compensation fund for the victim infants.     "The money from these companies for this fund has been in place now. The fund will cover the charge on acute disease medical treatment and the one-time cash payment for victims," said the Beijing-based association.     But no specific amount of the fund or compensation for each victim baby was revealed.     "The fund is big enough to cover all the medical care charge for the victim infants and the compensation work is now underway," according to the association.     "After the acute disease medical treatment, if those infants develop related diseases before they are 18 years old, they can also get full reimbursement for their medical expenses from the fund," the CDIA added.     The fund will be entrusted to China Life Insurance Co., Ltd., the country's leading life insurer, to manage. To make it easier for the victim families to get compensation, they can get the medical charge reimbursement through China Life's outlets nationwide.     China's tainted dairy scandal was exposed in September after babies who had milk powder produced by the northern Hebei Province-based Sanlu Group developed kidney stones.     Other leading dairy firms were also involved. The contamination killed six babies and more than 290,000 infants suffered from urinary problems such as kidney stones.

The government has begun measures to sustain the economy, such as the four-trillion-yuan stimulus package and interests cuts.     "We are considering taking more measures at proper time. But currently we are most concerned about two issues, migrant workers returning home and employment for graduates," Wen said.     The financial crisis and China's slowing economic growth has forced 4 million migrant workers to return to their rural homes, according to a report from the Chinese Academy of Social Sciences.     The report also said as of the end of this year, 1.5 million graduates are likely to have failed to find jobs, and the country could see an ever tougher employment situation in 2009 as there will be about 6.1 million seeking jobs.     "We are also studying a package to guarantee jobs for graduates and it will kick in soon", Wen said. "The government will encourage major enterprises to increase recruits from graduates, seek more jobs in grassroots, offer opportunities of further study and skill training."     Scientific research projects conducted by companies, institutions and universities should recruit graduates, and companies must not lay off graduates even if times are hard, he added.     Wen reiterated "confidence", saying it is much more important than gold and currency.
