A dire warning from the National Weather Service has forced an evacuation around the College Lake Dam in Lynchburg, Virginia.A flash flood warning issued Thursday night by the NWS reports "if a complete failure of the dam occurs, the water depth at Lynchburg could exceed 17 feet in 7 minutes." The area impacted would be the city of Lynchburg, which is one mile downstream from the dam.An updated report issued just after midnight by the NWS said the dam has not failed, and is being closely monitored by emergency personnel for any signs of structural failure."Lynchburg Water Resources Department reported that 4 to 6 inches of heavy rain earlier in the evening caused College Lake to fill beyond its capacity.Piper Van dePerre, with the Lynchburg Department of Emergency Services, told CNN affiliate WDBJ that crews are working with a list of 124 residences that need to be evacuated because of the imminent threat of a dam break. It's not certain if all the structures are occupied along the rain swollen Blackwater Creek.The University of Lynchburg, which is nearby, says it has not ordered an evacuation because it is not downstream of the dam, according to affiliate WSLS.The CNN Weather Center said there a forecast of 1-3 inches of rain through Friday evening and that rain hasn't been above average, but the runoff is a contributor to the area flooding.The-CNN-Wire 1384

A high-ranking Transportation Security Administration official says the agency is falling short when it comes to protecting airport screeners and the public from the new coronavirus while at the country's airports, according to published reports. The Officer of Special Counsel, a federal office that handles whistleblower complaints, has ordered an investigation by the Department of Homeland Security. The whistleblower's charges were reported by the Washington Post and National Public Radio. Several publications identify the whistleblower as TSA Federal Security Director Jay Brainard, who is the official in charge of transportation security in Kansas. "You've got communities shutting down. You've got governors shutting things down. And we still hadn't mandated masks. We still hadn't mandated eyewear. We still weren't changing personal protective equipment as often as we needed to," Brainard told NPR. "Every federal security director was forced to fend for him or herself."TSA says it follows guidelines set by the Centers for Disease Control and Prevention, and that screeners now wear masks and nitrile gloves. But the whistleblower says there are still gaps, including no procedure for handling travelers who appear to be sick.Brainard has been a whistleblower before, most recently in December when he told CNN he was worried about loosened security at airports. 1386

  

A Howard Johnson motel room was covered with so much dog feces and urine, a special crew wearing protective clothing had to be called in to clean and sanitize the room.It was those conditions Perkins Township, Ohio police say a mother and her 3-year-old year son were living in for a month."There was liquid urine and feces seeping from underneath the door," said Perkins Township Assistant Chief Vince Donald.Someone called the Erie County dog warden to check on the condition of dogs in the room.When the warden and police entered the room, they said the walls, floors and bedding were covered in dog feces.The bathroom had three inches of dog urine and feces on the floor. The boy was also covered in dog feces.Police contacted Erie County Children Services who had the child checked out at the hospital, then placed with a family member,The boy's mother, Dezeray Powell, 21, was arrested for animal cruelty and child endangering."The child had feces on his feet and clothes,” Donald said.Powell had been keeping three Great Danes inside the motel rooms small bathroom. The dogs were so malnourished their ribs were showing, authorities said.Erie County Dog Warden Barb Knapp said the dogs are getting fresh food and water and will be nursed back to health.The owner of the hotel said Powell would never let him in the room."We didn't know what was going on in the room, because she never let me in the room," Raghbir Virk said."It was pretty heartbreaking because the child, they don't have a choice. You as an adult make that choice, so that child doesn't have a choice to live in that environment," Donald said.Powell is scheduled to be arraigned in court April 10. The Great Danes will eventually be put up for adoption, but that’s months down the road because they have to rehabilitated. 1888

  

A group of friends in Lexington, Kentucky, have started a company that makes wearing and keeping your face mask nearby easy.Face masks have become apart of our everyday lives. Jody Wedding, designer/co-founder of the MASKkap, says the idea came from another co-founder's first-hand experience."He went to Costco a couple of months ago, with his son and they wouldn't let him in because he didn't have a mask on," Wedding said. "He forgot his mask. So he got frustrated, went home and was like 'This is never going to happen again.'"That's when this hat, with the mask attached to it, was invented."The cap is a traditional baseball cap. It has a mask attached to it," Wedding explained. "So when you're not wearing it, you can kind of hang it on the back of your head."And then, when you want to wear the mask, you pull it back over the cap and on your face."We also have this MASKies version, that can snap on to any mask. It basically is a little strap, that can snap on to any mask. It's great for back to school!"The contraption was invented a little over a month ago and is already on the market. Wedding says their hope is that the MASKkap provides one less thing to worry about."When you take your mask off if you're eating or anything, you don't have to set it down. It's always with you.
