SAN DIEGO (KGTV) - Homeless encampments have moved into the site of previous fires in University heights, sparking more fire concerns.March 2018. Amid a firefight along Highway 163, bystanders on the Vermont Street Bridge looking on soon after the flames spark. Fire crews would put out that fire without any major damage. Months later, a smaller fire erupted in the same area, near another encampment. Marybeth Chruden and the University Heights Community Association organized a petition drive, leading the San Diego City Council to approve more than a million dollars for canyon abatements across the city, including one at the University Heights site in July.In the past few weeks, that site looked a lot different."Shocked, but in a way, not surprised," said Chruden.Chruden's group posted photos on their Facebook page of homeless encampments and the surrounding mess."It shows they are very comfortable, out in the open ... We see people smoking and little campfires down there. The fire danger still high with dry materials in that canyon," said Chruden.Chruden says after several requests on the city's 'Get It Done' app, crews cleared out the area Wednesday morning, except for one mattress. The problem? She expects the homeless to move back in soon."Maybe tonight, in three days or four days. SAN DIEGO (KGTV) -- Fire crews responded after a boat caught fire in the San Diego Bay Monday afternoon. Video sent to 10News by a viewer shows smoke billowing from the vessel near the Coronado Bridge. According to Harbor Police, the distress call went out around 2 p.m. An Air Marine Operations boat on routine patrol was the first on scene. The federal marine agents used fire extinguishers to put out the fire, which was confined to the engine compartment. Fortunately, conditions were calm at the time."It's very difficult to control a boat that's burning, not only do you have to deal with the people on board, you have to make sure that you ensure their safety and then you have to deal with a floating fire," said Harbor Police Lt. Victor Banuelos. The fire was quickly put out, but three people and the two officers were taken to the hospital for the treatment of smoke inhalation. Firefighters believe an electrical short in the engine sparked the fire, but the incident is under investigation.The 36 foot cabin cruiser was towed to the 10th Avenue Marine Terminal. “I am proud of the work our Air and Marine boat crew conducted this busy Labor Day,” said Hunter Davis, Director of Air and Marine Operations in San Diego. “Their vigilance helped minimize the prospect that these events would have resulted in a tragic loss of life on the water.” 1366

SAN DIEGO (KGTV) - Dozens of San Diego short-term vacation rental hosts sounded off Wednesday against a bill that could limit how much they're able to rent out some of their properties on sites like Airbnb and VRBO.The hosts implored the California Coastal Commission to oppose the bill at its meeting on Shelter Island.The bill, by North County Assemblywoman Tasha Boerner Horvath, is specific to San Diego County's coastal zone and would sunset in five years. It would limit how much hosts can rent out their non-primary residences on sites like Airbnb and VRBO to 30 days a year. "I can't believe this has even come up as an actual bill," Airbnb host John Wilson told the commission.Hosts also said they are using the income to put their kids through college, and that their rentals provide families affordable, large accommodations near the coast, allowing visitors to avoid renting multiple hotel rooms and resort fees. But Boerner Horvath said the bill is needed because short-term rentals are adding to the region's housing supply crunch."When the upper level of housing stock is removed for short-term vacation rentals, the folks that would have actually lived there move down the market; they usually want to live in a certain area," she said. The bill passed the Assembly and is now scheduled for state Senate committee hearings. The legislation comes after an Airbnb-led signature drive essentially blocked restrictions the San Diego City Council approved in 2018. The commission heard 90 minutes of testimony, overwhelmingly opposed to the bill. Still, it remained neutral on the legislation. SAN DIEGO (KGTV) - Dramatic dash camera video shows the moment two cars sped along San Diego’s State Route 94, leading one of the drivers to lose control and crash. The race happened Thursday just after 8 a.m. near the College Grove avenue exit of westbound SR-94. Video shows two sedans, an Audi and a BMW, drive up fast behind the witness' vehicle and pass him, before the BMW crashes into an unsuspecting driver.“Just a complete surprise,” said a witness who shared his video with 10News and requested to remain anonymous. The witness was taking his mother to the doctor when the sedans approached him from behind. “I just see them come out of nowhere and spin out, and runs into the back of the car,” said the witness. “In real time, I didn’t even see the other car.” “My first thought was, he was running from the cops,” the witness told 10News. The witness said the BMW driver involved in the crash stopped to check on the innocent victim, then went back across the road. No one was injured in the crash, according to the California Highway Patrol. The CHP is investigating what officers say is possibly a racing crash. No arrests have been made. “Ain’t no real reason to go that fast with that many people on the road,” the witness said. “He completely totaled the back of that guy’s car and there could have been a kid back there.” 1348
