SAN DIEGO (KGTV) - Newly-released records detail several officer involved shootings involving a San Diego Police officer.The City of San Diego released several written reports along with body worn camera video and audio of police and witness interviews. The shootings took place in 2016 and 2017 and involved San Diego Police Officer Richard Butera.In December 2017, San Diego Police received several 911 calls regarding a man trying to break into homes in the Sunset Cliffs neighborhood. Police say that when they arrived, 24-year-old Kyle Zahacefski was in the front yard of a home in the 1200 block of Trieste Drive.Zahacefski began throwing bricks at the police officers, they said. Next, he took off running and the officers lost sight of him. Officers then heard sounds of glass breaking and they discovered a shattered glass door on a home in the neighborhood. Believing the residents may have been in danger, officers entered the house immediately and located the suspect in the kitchen.Zahacefski grabbed a knife and pointed it at his throat. The officers ordered him to drop the knife repeatedly but he refused. Instead, Zahacefski pointed it at the officers and began walking quickly towards them.One of the officers, later identified as Officer Richard Butera, fired several rounds from his AR-15 rifle and another officer fired one round from his bean bag shotgun.In June 2018, District Attorney Summer Stephan said the shooting was justified. Along with body-worn camera video, police released a more than 500-page report detailing their investigation.Police also released an investigative report and audio interviews regarding a 2016 Hillcrest area shooting.Officer Richard Butera fatally shot Joshua Sisson , 30, while responding to a domestic violence incident on Lewis Street. Police say Sisson turned and pointed a large kitchen knife at Butera and was shot in the chest when he advanced towards the officer."The knife-wielding suspect refused to comply. The suspect aggressively advanced towards the officer with the knife," said San Diego police Lt. Manny Del Toro.After Sisson's death, police discovered he had been wanted on a warrant for alleged felony parole violations.A criminal records check showed Sisson had served prison time for setting a family's home on fire in 2009. He pleaded guilty in that case to 13 counts of attempted murder, one count of arson and one count of carrying a concealed weapon.In audio recordings released by the department you can hear Butera describe where he was standing when the shooting took place. An audio interview with a witness also gives insight into what police encountered.“The officer yelled 'stop' again, both times it was very clear, 'stop',” an unidentified male witness said. “The suspect this time turned to his left and his hand went into his waistband.”According to 10News records, Butera has been involved in three other officer involved shootings.In a statement to 10News a spokesperson for the San Diego Police Department wrote, “Officer Butera has been a sworn member of the San Diego Police Department for the past 17 years. In addition to his patrol duties, he has been a member of the SWAT team for over 10 years. Officer Butera has been involved in incidents in which he has discharged a firearm to stop a deadly threat to himself and the public. Each of these incidents were investigated by the Homicide Unit and the investigations were ultimately presented to the San Diego County District Attorney’s Office for review. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. SAN DIEGO (KGTV) - Nearly 1,000 students and volunteers will work together to clean Mission Beach Thursday as part of this year's Kids' Ocean Day. After removing the litter, students will create an aerial art image that will read "WAVES OF CHANGE" to advocate for a safer, cleaner ocean.Humans deposit eight million metric tons of plastic into the world's oceans every year.
