CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." CHULA VISTA (CNS) - Two San Diego County congressmen called on United Technologies Corp. Monday to reconsider plans to lay off roughly 300 employees at the company's Chula Vista manufacturing plant as it looks toward shuttering the facility entirely.Reps. Juan Vargas, D-Chula Vista, and Scott Peters, D-San Diego, joined California Sens. Dianne Feinstein and Kamala Harris to push back against the layoffs. Vargas and Peters also requested that the company answer a list of questions about how UTC decided to shutter the plant and how involved the machinists union was in the discussion.UTC notified workers in July of the company's plan to close the factory by 2020."We understand that complex domestic and international markets factor into these difficult decisions; however, we note that UTC's company website says it creates products for one of the ‘fastest growing industries on the planet,"' Vargas and Peters said in a letter to UTC Aerospace Systems President David Gitlin. "This robust characterization of the industry seems to conflict with the decision to eliminate hundreds of production jobs."UTC's plant in Chula Vista has operated since 1940 and produces engine pods and mounts for aerospace companies like Boeing and Airbus. CHULA VISTA, Calif. (KGTV) -- The man accused of shooting and killing an employee at a South Bay fast-food restaurant and injuring two others pleaded not guilty in court Tuesday. A judge at the arraignment ordered Albert Lee Blake be held on million bail, noting he poses extreme danger to the public. Blake was arrested in Memphis, Tennessee Friday. “ Investigators with the local task force began to hunt for the fugitive. He was pinpointed in a house on the 2300 block of Hubbard street today. He was taken into custody without incident,” the U.S. Marshals Service said in a news release Friday.Blake is charged with shooting and killing Maribel Merino-Ibanez, 28, and wounding two men on November 6 at the Church’s Chicken on Del Sol Boulevard. Today, Ibanez's mother spoke to news crews after Blake's arraignment, thanking police officers and investigators.Emma Merino said she felt anger when she saw Blake in person for the first time in court Tuesday."It's awful what he did to me," said Merino. "He took away my daughter, she was a perfect daughter.""My heart is broken, I have to live with it all my life until I die," she continued. (KGTV) – A Chula Vista family came home to their house completely ransacked by burglars.“It was a total mess,” homeowner Eric Deas said. “It was like a hurricane came into my house.”Deas says he left for his aunt's house around 11:30 a.m. on Tuesday. When he got back around 3 p.m. he found that someone had tried to get into his backdoor, then smashed a window to get in.The thieves stole thousands of dollars worth of jewelry and electronics. But they also raided his fridge, drank his alcohol, and ate his food. They trashed his house, dousing his floors and furniture with booze.  Deas even found feces in the upstairs bathroom. "They didn't flush," he said.He also found a shoe in his aquarium.  About ten of his prized fish were dead.  He thinks the thieves dumped wine in the fish tank.“It looked like they had a good time,” he said.  “They had a party in my house. Unfortunately, it was a 'damage party.'”A neighbor’s security camera caught a white BMW park in the neighborhood. Then it appears of group of teens got out of the car and started walking towards Deas' house. The video was taken in the same time frame of the break-in. CHULA VISTA, Calif. (KGTV) -- Police are investigating after a deadly crash in the South Bay early Sunday morning. According to police, the single-car crash happened on the 100 block of Telegraph Canyon Road just after 3:45 a.m. Chula Vista Police say a man was driving along the road when he veered to the left and struck two trees in the center median, causing major damage to the vehicle. The driver was taken to the hospital with major injuries where he later died.
