BEIJING, Nov. 17 (Xinhua) -- China's coal mine safety watchdog said Wednesday that the nation would require all coal mines to be equipped with emergency shelter systems to protect miners before June 2013.Also, the country's State Administration of Coal Mine Safety (SACMS) has required all mines to complete installation of four systems, including coal mine monitoring, pressure fan facilities, water supplies, and communications before the end of this year.Further, centrally-administered coal mine companies and major state-owned coal mines must also install positioning systems for workers underground, said Zhao Tiechui, SACMS chief.Meanwhile, centrally-administered coal mines and major state-owned coal mines must set an example by completing the construction of emergency shelter facilities before June 2012, Zhao said.More than 2,000 miners were killed in coal mines last year in China. Though the fatalities were significantly reduced from the peak of nearly 7,000 deaths in 2002, the situation still remains grim.Just last month, a gas leak at a coal mine in central China's Henan Province left more than 30 people dead.
VIENNA, Dec. 2 (Xinhua) -- A senior Chinese diplomat on Thursday urged relevant parties to step up diplomatic efforts to solve the Iranian nuclear issue."The Iranian nuclear issue is complicated and sensitive, therefore dialogues and negotiation are the only right way to solve the issue, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna.Hu welcomed the forthcoming meeting between Iran and the five permanent members of the UN Security Council and Germany scheduled for next week in Geneva.The resumption of the talks would offer a new opportunity to promote the process of a diplomatic solution, Hu told a board meeting of the International Atomic Energy Agency (IAEA).Hu noted that, as a party to the Nuclear Non-Proliferation Treaty (NPT), Iran enjoyed the right of peaceful use of nuclear energy and at the same time carried corresponding international obligations."We expect Iran to fully implement relevant resolutions of the Board and the Security Council and strengthen cooperation with the agency, so as to foster the confidence of the international community in the peaceful nature of its nuclear program, " he added.Hu also urged the IAEA to play a constructive role in implementing safeguards in Iran and promoting a proper solution to the Iranian nuclear issue.

BEIJING, Nov. 16 (Xinhua) -- Foreign direct investment (FDI) into China rose for the 15th consecutive month in October, indicating China remains a favored investment destination for foreign businesses.Inbound FDI increased 7.86 percent year on year in October to 7.663 billion U.S. dollars, the Ministry of Commerce (MOC) said Tuesday.The October figure means inbound FDI for the first 10 months of the year totaled 82.003 billion U.S. dollars, a year-on-year increase of 15.71 percent.MOC spokesman Yao Jian said at a press conference China remains a hot spot for foreign investors.Foreign businesses have begun to shift their investments from export-orientated sectors to domestic market-orientated businesses because of China's improved legal system and its expanding market, he said.In the first 10 months of the year, the manufacturing sector received 47.59 percent of FDI inflows while the services industry got 45 percent.A total of 21,181 foreign-invested enterprises were approved for establishment during the 10-month period, up 16.62 percent from a year earlier.In September inbound FDI grew 6.14 percent year on year.The acceleration in the rate of inbound FDI growth was due to the U.S.'s second round of quantitative easing, some analysts explained.Yao denied the link but said the Chinese government is keeping an eye on liquidity.
BEIJING, Jan. 18 (Xinhua) -- China on Wednesday will begin its annual Spring Festival travel rush, with an expected 2.56 billion passenger trips in the coming 40 days.Airlines and trains have been added to cope with the passenger surge, which is 11.6 percent up year on year, according to the Ministry of Transport.The airport in Harbin, capital of northeast China's Heilongjiang Province, announced Tuesday it would add another 252 flights for the travel peak period.The capacity of airlines in the Inner Mongolia Autonomous Region will be raised 30 percent.In southwest China's Chongqing Municipality, a major hometown to migrant workers, 12 flights with 5,100 seats will be added between Chongqing and Guangzhou, capital of south China's Guangdong Province.Except for the temporary trains, more high-speed trains have been put into operation for the Spring Festival.The high-speed train will be increased to 88 pairs this year, 55 more than last year's 33 pairs in Wuhan, capital of central China's Hubei Province, which largely eased the difficulties of buying tickets for passengers.Snow and sleet has struck five provincial level regions, including Hunan, Guangxi, Chongqing, Guizhou and Yunnan since Monday, disrupting transportation networks.The Ministry of Public Security Tuesday ordered police in the five hard-hit areas to go all out to keep traffic flowing and make sure no expressways were shut down due to slippery roads.Police in the five localities were ordered to clean snow and ice on the roads and store emergency response materials, such as snow blowers, and maintain control of the flow of vehicles heading to the hardest-hit Guizhou province."Snow and ice will bring great difficulties to transportation," said Weng Mengyong, vice minister of the Ministry of Transport (MOT).Five aspects of work, including anti-ice preparation, information release, monitoring network, emergency reaction and cooperation with public security bureaus, had been arranged ahead of the travel peak, Weng said.In early 2008, freezing weather across southern China caused power cuts and transportation chaos, preventing many residents from going home for family reunions during China's lunar new year.Other new services are also being supplied as the pressure of transportation is increasing this year.The Wuhan Railway Administration started ticket delivery services for migrant workers this year and about 3 million tickets will be delivered.In south China's Guangxi Zhuang Autonomous Region, the Nanjing Railway Administration opened micro-blogs on Sina.com and QQ.com to offer railway transportation information.In the next 40 days, not only passengers, but also railway crews, will face great challenges."Patrolling is like a sauna to me," said railway police Zhao Hongye in Lanzhou, capital of northwest China's Gansu Province."It is too crowded. HANGZHOU, Nov. 9 (Xinhua) -- Senior Chinese leader Li Changchun on Tuesday applauded the contributions that Chinese literary writers and authors had made to enriching people's lives and called on them to create more works that are true to life and close to people.Li, who is a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks in a congratulatory letter that was sent to the organizing committee of the fifth Lu Xun Literature Prize, one of China's most prestigious honors.The award ceremony was held in east China's Shaoxing City, the hometown of Lu Xun (1881-1936), one of China's most well-known contemporary authors and essayist, on Tuesday night.Named after Lu, the prize was first awarded in 1986.Writers of outstanding short- to middle-length novels, poems, prose, essays, reportage, literary reviews and theoretical works will receive the award, which is bestowed every two years.
