Automakers are racing to develop driverless cars, putting increasingly complex technology on the road despite concerns from safety experts and the National Transportation Safety Board about a lack of regulations.Unlike rules for the design of a seatbelt or airbag, the federal guidelines for automated vehicle systems are voluntary. The U.S. Department of Transportation says keeping rules at a minimum will speed up the introduction of life-saving technology, a goal made all the more urgent as traffic deaths climbed again last year to 37,461, with 94 percent of those caused by human error.That lack of mandatory rules for self-driving cars has given automakers and technology companies the green light to police themselves, said Jackie Gillan, president of Advocates for Highway and Auto Safety. The group is calling for the government to issue mandatory safety standards for driverless cars.“Before we introduce this technology we need to have some assurance and accountability by the industry that this technology is not going to kill or injure consumers,” Gillan said.The National Transportation Safety Board makes recommendations after investigating major transportation incidents. Astronomers looking at the atmosphere in neighboring Venus see something that might just be a sign of life.In a study published Monday, researchers from Cardiff University, MIT and elsewhere say they found the chemical signature of a noxious gas called phosphine.On Earth, phosphine is associated with life. It's found at the bottom of ponds, in badger guts and in penguin guano.Venus’ phosphine was observed in a narrow, temperate band within the planet’s atmospheres, where temperatures range from 30 to 200 degrees Fahrenheit. Scientists have speculated that if life exists on Venus, this layer of the atmosphere, or cloud deck, is likely the only place where it would survive, according to MIT.“This phosphine signal is perfectly positioned where others have conjectured the area could be habitable,” said the study’s co-author and EAPS Research Scientist Janusz Petkowski.Astronomers tried to figure out other, non-biological ways it could be produced and came up empty.“It’s very hard to prove a negative,” said Clara Sousa-Silva, research scientist in MIT’s Department of Earth, Atmospheric and Planetary Sciences (EAPS). “Now, astronomers will think of all the ways to justify phosphine without life, and I welcome that. Australia is ordering automakers to recall more than two million vehicles fitted with potentially deadly airbags.The Australian government said Wednesday that the cars contain airbags made by Takata, the Japanese company at the heart of a scandal that has led to tens of millions of vehicle recalls around the world in recent years.Takata airbags have been linked to at least 23 deaths globally, including one in Australia, according to a statement by the Australian Treasury. A defect can cause the airbags to explode and blast shrapnel into drivers and passengers.Voluntary recalls in Australia have previously been announced by big car brands including BMW, Chevrolet, Honda, Nissan, and Toyota. But the government said those steps haven't been enough to deal with the danger, leaving around 2.3 million vehicles with the defective airbags still on the country's roads."The voluntary recall process has not been effective in some cases, and some manufacturers have not taken satisfactory action to address the serious safety risk which arises after the airbags are more than six years old," said Michael Sukkar, an assistant Australian Treasury minister.The new compulsory recall includes models made by major carmakers such as Ford, Mercedes Benz, Tesla and Volkswagen.The total number of affected cars in Australia is 4 million, or nearly one in five passenger vehicles on the country's roads. All the faulty Takata airbags have to be replaced by the end of 2020, according to the government.Wednesday's announcement followed an investigation by Australia's consumer watchdog, the Treasury said.Takata's faulty airbags have led to massive recalls around the world over the past decade. And a protester who was allegedly armed with a rifle was shot and killed during an anti-police violence protest in Austin, Texas, after a witness says he approached a car that that had driven through the demonstration and the driver shot him.
