BEIJING, July 29 (Xinhua) -- China's work safety authorities will investigate and crack down on manufacturers operating illegally in the coming three months, the Work Safety Committee Office under the State Council, China's Cabinet, said Wednesday.Accidents in manufacturing plants have dropped this year, but illegal operations still pose a grave threat to workplace safety, accounting for about 55 percent of the accidents above "relatively major" level, said a statement from the office. An accident above "relatively major" level referred to a case in which three or more deaths are involved, ten or more are seriously injured or an economic loss above 10 million yuan (1.48 million U.S. dollars) is caused. The crackdown beginning from Aug. 1 will focus sectors including mines, transportation, construction sites, manufacturers of dangerous chemicals, fireworks plants and smelting sector, said the statement.Illegal operations mainly refer to manufacturers that run without permits or run with insufficient or overdue permits and against safety production laws and codes.

BEIJING, Aug. 6 (Xinhua) - Temperatures as high as 41 degrees Celsius continued to grill south China this week, but local Chinese are popping up with cool ways to cope with the heat.Every morning this summer, thousands of residents in the eastern Chinese city of Hanzhou rush to air-raid shelters, not to escape air attacks, but summer heat.In the capital of Zhejiang Province, many city dwellers have found their summer resorts in the city' s nine bomb shelters, which were dug beneath hummocks in the 1960s to defend against "American imperialist invaders" .In one shelter in southern Hanzhou, elders are watching swordsman TV opera or playing mahjong, while children play hide-and-seek in the labyrinth-like place.Temperatures inside the shelter were 22 degrees Celsius, compared to 38 degrees Celsius outdoors, according to a LED screen above one entrance."We old folks don' t like to be cooped up in air-conditioned rooms," said Ye Chulin, a local retiree. "Here the air is fresher and we can associate with many friends."The shelters, with benches, LCD TVs, and other newly installed comforts, were opened to the public free of charge and have apparently seen more visitors than back in the Cold War years. In fact, more than 3,000 residents frequent the shelters to find relief from the summer heat every day, said Cheng Zhiguo, an official with the municipal civil air defense administration.A resident surnamed Xu told Xinhua that spending his leisure time in the shelter could save him ten yuan (1.5 U.S. dollars) in air-conditioning costs per day."And this is not just about saving money, but it is also more environmentally friendly," added Xu.In the neighboring province of Jiangxi, residents are swarming into free, air-conditioned libraries to stay cool, and to learn! In the Jiangxi Provincial Library, chairs in all reading rooms are fully occupied. Latecomers have to read sitting on the floor or leaning against the wall.

BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks. This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons. The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists. For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new. In a similar scene this July, traffic was also reduced to a crawl for nearly one month. Some killed time by playing cards, while some could only wait idly by.In the latest bout of congestion on the Huai'an section, a truck driver surnamed Huang, told the Global Times that he suffered "double blows.""Instant noodles are sold at four times the original price while I wait in the congestion," he said.

NONG'AN, Jilin, Aug. 4 (Xinhua) -- With the approach of a new round of torrential rains, the country roads in flood-ravaged Nong'an County in northeast China were packed with villagers fleeing their homes Wednesday.Traveling aboard tractors, trucks, mini-buses, and motorcycles, and carrying belongings such as quilts and chicken, thousands of people set off on a journey of exodus.Up to 27,000 villagers living downstream from the Songhua River in Jilin Province need to be evacuated as downpours are expected to batter Nong'an from Wednesday evening until Friday, said Wang Wei, deputy Communist Party chief of the county."Fresh downpours may lead to the breach of riverbanks and two reservoirs upstream would have to open sluices to discharge water, which would threaten the lives of residents downstream," Wang said."The mass evacuation began in the early morning today. By now, 18,000 people have moved to safety. There are still 9,000 young villagers who were asked to stay and help fortify the riverbanks," he said in the late evening.Torrential rains pounded the county one week ago, swelling the Songhua River and inundating almost 50,000 hectares of cropland, or about half of the total farming area."I really don't want to leave my home. But the village officials told me: so long as you are still alive, you will have your home again," said Yu Shutao from Liansankeng Village."I will bring my family to go to my elder brother's home in the town. As soon as the floods recede, I will come home to attend my cropland," he said.Thirty-two-year-old villager Sun Lianhua sat in a mini-bus with her dog."The dog is like a member of my family. I will bring it everywhere I go," she said.
