SAN DIEGO (KGTV) -- A new report found that nearly half of U.S. renters are spending 30 percent or more of their income on rent.The report also found that nearly one quarter of renters spend half of their income or more on rent.The share of cost-burdened renters has doubled since 1960, when just 24 percent of renters were burdened in the U.S., according to Apartment List.RELATED: Rent increases in San Diego due to higher demand, lack of supplyIn San Diego, those numbers rose significantly. In 2016, more than 57 percent of San Diego renters were cost-burdened, meaning they spent 30 percent of their income or more on rent. San Diego ranked 94 for affordability out of the nation’s top 100 largest metros. SAN DIEGO (KGTV) — A local sailor got an emotional holiday surprise thanks to the generosity of some frequent fliers.Navy diesel mechanic Joe Ramsay just learned his brother is flying in for the holidays."Don't really have the words to describe it," said Ramsay.Ramsay has been stationed in San Diego for more than two years. After hernia surgery this summer, his finances got stretched. There would be no trip home to North Carolina for the holidays."I was going to spend it with friends or alone. That was pretty much my plans," said Ramsay.That wasn't the plan for Ramsay's brother Trey, who entered a contest put on by New York entrepreneur Peter Shankman. The businessman decided to collect and donate hundreds of thousands of airline miles in hopes of reuniting families."Just wanted to get to my brother for the holidays. I haven't seen him in a year or so," said Trey Ramsay.In his entry, Trey called his brother "the closest person in my life," adding the family hasn't been able to visit Joe since he arrived in San Diego. San Diegan Rhys Ford, a mystery writer who travels for her job, donated 45,000 miles and two tickets."It's seeing people reuniting. It's the fact that somebody's so excited to get on a plane. For me, it's able being able to give that to somebody," said Ford.All entries were put to a public vote on the website, Imgur. Trey's entry was among the handful to win plane tickets."Surprise and very thankful," said Trey."Just ecstatic, joy and shock," added Ramsay. SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) - A heartbroken mother is making a plea for tips after a burglar makes off with a computer with with "priceless memories."An upset Sheila Conway shared her story with 10News, weeks after she returned to her home on Norwich Street to a break-in. It appears the burglar opened an unlocked outer door, before somehow opening another door. Taken were Conway's purse and her silver HP laptop. Inside that computer: A lifetime of memories of her only child, her son Tyler Peckham. Tyler, diagnosed with schizophrenia, took his own life in 2014 at the age of 26. Just off the kitchen is a wall memorial dedicated to Tyler, filled with photos showing Tyler growing up into adulthood. Conway says the computer contained hundreds of photos, most of them not backed up. “Cried a lot and just furious. It wasn’t a laptop, but memories that were stolen … everything from baby pictures to adult photos that I’ll never see again,” said Conway. SAN DIEGO (KGTV) - A San Diego financial expert in San Diego has a message for women looking for success: a man is not a financial plan.Most women would rather talk with the grandmothers about their love lives than talk about financial planning, according to an investment survey done by Oppenheimer Funds.CPA Ginita Wall has a clear message.“Every marriage ends in either divorce or widowhood and 70 percent of the time it’s the woman who’s left alone,” said Wall. “Then thinking that magically, someday, I’ll start saving for retirement, someday I’ll be able to buy a house; living in the someday and not really planning for it today.”Wall moved her CPA practice to San Diego 31 years ago. She realized there was a need.“Women were out in the marketplace, but they weren't managing the money, and sadly, often nobody was.”Wall and financial planner Candace Bahr launched the Women’s Institute for Financial Education (WIFE), a nonprofit to give women the tools to start making a difference.“We didn't have anything to sell anybody. Our whole goal was and continues to be ‘our goal is education,’” said Bahr.Wall and Bahr established Second Saturday, a monthly workshop to teach women what they need to know during divorce. Each session brings in an attorney for matters of the court. Wall gives financial advice, a counselor helps with family issues, and a mediator can settle the differences. The experts volunteer their time.“It’s a decision for many people that may be the largest financial decision of their life, and if you're going through it uninformed or too emotional, it's going to be difficult to make the right choices.”Wall says love and money go together, but so do arguments.“if you loved me more, you wouldn't be spending this money, spending more on me, or you would understand how I feel.” Wall advises couples to talk about what’s important to them, make goals, create a concrete plan and monitor it.“So we want women to be partners in a relationship, not dependents,” said Bahr.Wall and Bahr’s money message has gone national. Second Saturday is now in 115 other locations around the country, and there are plans to be in 500 cities soon.“It's amazing because we didn't set out to do this for 31 years.
