BEIJING, Aug. 29 (Xinhua) -- China's limits on the use of plastic bags cut crude oil consumption by 3 million tonnes per year, according to the National Development and Reform Commission (NDRC).     Since June 1, 2008, all Chinese retailers, including supermarkets, department stores and groceries, no longer provided free plastic shopping bags. In addition, China banned ultra-thin plastic bags, or those thinner than 0.025 mm.     China is trying to cut the use of plastic bags in a bid to reduce energy consumption and polluting emissions.     The plastic bag limits could save about 2.4 million to 3.0 million tonnes of crude oil every year and cut 7.6 million to 9.6 million tonnes of carbon dioxide emissions every year, the NDRC said.     The NDRC said it would further implement the regulations and inspect execution of the ban nationwide.     Retailers who did not list shopping bags on the receipts or continued to provide free plastic shopping bags would be fined from 5,000 yuan (732.06 U.S. dollars) to 10,000 yuan, according to the State Administration for Industry and Commerce.

BUDAPEST, Oct. 6 (Xinhua) -- Hungarian Prime Minister Gordon Bajnai has expressed optimism in having a better future in ties with China upon the 60th anniversary of the founding of the People's Republic of China.     Bajnai described China as a reliable international partner in a recent interview with Xinhua, saying that Hungary was one of the first to establish diplomatic ties with the fledgling country.     Having visited China in November 2008, he said he has been deeply impressed with the country's dynamic development.     "The high-standard professional exchange of views with Chinese negotiation partners in the central and local governments and withbusiness leaders have already yielded concrete results in the Hungarian-Chinese economic relations, to the benefit of both countries," said the prime minister.     He welcomed the forthcoming visit of Chinese Vice President Xi Jinping, saying the visit will offer an opportunity for the two sides to talk about "further significant advances in bilateral economic cooperation."     The past decade has witnessed a 17-fold rise in trade between Hungary and China, he said, adding that there had also been extensive growth in their cultural, educational, scientific and tourism cooperation.     Noting that China is one of Hungary's most significant Asian trade partners and Hungary one of China's most prominent in central and eastern Europe, Bajnai said further improvement of the relations with China has been a priority of the Hungarian foreign policy.     "Mutual investment and technological cooperation are important not only because they are profitable for businesses of both countries, but also because in hard economic times they create jobs, " he said.     He noted that China has been doing a splendid job in facing up to the challenges of the world economic depression. Hungary also did everything in its power to alleviate its impact, he said.     Both countries should "take full advantage of their cooperation in continuing to combat the crisis," he said.     Referring to the 60 years China has gone through, Bajnai said China's development, especially in the past three decades, has set an example for the world.     "My personal opinion is that China's greatest achievement has been its huge economic advances, which made it possible to significantly raise the living standards of the 1.3 billion Chinese people," he said.

BEIJING, July 21 (Xinhua) -- Chinese Vice President Xi Jinping Tuesday urged Communist Party members and government officials to exert more efforts to learn and implement the Scientific Outlook on Development.     Xi, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a meeting on better implementation of the theory.     He said after the first and second round of the theory implementation work, progress has been made in solving problems, institutional innovation and Party's working style building.     He urged Party members and government officials to better deal with social contradiction and disputes and further strengthen the social security work.     Xi also pointed out the third-round learning would mainly be held at towns, villages, communities, hospitals, and primary and secondary schools.     About 1.22 million grass-roots Party organizations with nearly 40 million members will join the third round learning work.

WASHINGTON, July 28 (Xinhua) -- Holding an umber basketball in his hand, Chinese Vice Premier Wang Qishan became the center of attention at the end of the first round of the China-U.S. Strategic and Economic Dialogue on Tuesday. The basketball, with Barack Obama's autograph, is a gift from the U.S. president to Chinese Vice Premier Wang Qishan who is the co-host of the "Economic Track" of the dialogue.     The basketball is considered a symbol of the U.S. government's hospitality and gratitude to Chinese officials for their efforts in making this dialogue a success. BEIJING, Sept. 3 (Xinhua) -- A senior Chinese leader on Thursday urged the cultural industry to make greater efforts to improve China's capacity to communicate internationally and boost cultural exchanges between China and other countries.     Li Changchun, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said when visiting the 16th Beijing International Book Fair, the cultural industry was a new area of growth with tremendous potential.     Praising achievements made in the sector despite the global downturn, Li said it should strengthen international communication and promote China's brand names effectively and professionally.     The Beijing International Book Fair, initiated in 1986, is one of the world's four largest book fairs. This year, the five-day fair has attracted 1,800 publishing houses from nearly 60 countries and regions.
