SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. The location is in a residential area near SR-56 and Carmel Mountain Road.Neighbors told 10News they saw a naked woman covered in a bedsheet leave the home.The woman was taken to a nearby police station for an interview, police said.10News is monitoring developments in this story. 569

SAN DIEGO (KGTV) — San Diego City Council was recently warned about the damage an earthquake can cause to the region, specifically on the county's water system."Strengthen their water system, make that long-term investment," seismologist Lucy Jones said of the city's aging water infrastructure. Jones recently spoke with city council leaders about improvements she's helped develop for Los Angeles' infrastructure."[It] contributes to a much more difficult time getting your city back up and running," Jones said.RELATED: Chula Vista native survives Alaska 7.0-magnitude earthquakeEven without a shake up, residents have seen the issues with aging water pipelines under San Diego. This month, a break to an 8-inch diameter concrete main left dozens of Hillcrest residents without water.In October, a water main break to a 90-year-old, 24-inch water transmission line in North Park flooded several streets with thousands of gallons of water. A water main break occurred in the same area in January 2017 as well.Water main breaks last August in Mission Hills, Point Loma, the Midway District, and Spring Valley also left residents and businesses without water. As of August, there had been at least 29 water main breaks around the county in 2018.Since 2013, San Diego has spent about 8 million repairing and replacing 116 miles of water transmission lines and distribution pipes, according to city documents. Though, the city still has more than 3,000 miles of pipeline to replace, San Diego Pulbic Utilities Department spokesperson Brent Eidson told 10News in August."To do it properly, we're probably always going to be replacing pipes," Eidson said.Buildings and BridgesWhen it comes to older structures throughout the county, it comes down to what standards were used when constructing a building.Geologist Pat Abbott says California has been proactive about preparing for earthquakes — he applauded the upgrades made to the Coronado Bay Bridge."You have an upright here and a horizontal road bed and they don't shake the same way," Abbott said of bridge construction. "Now we know that, so for modern bridges ... the trick is tying the horizontal and vertical together so they behave as a unit."RELATED: Alaska hit by more than 190 small earthquakes since FridayThe West Mission Bay Bridge is another such example. Dating back to the 1950s, it will soon be replaced with two parallel bridges with three travel lanes in both directions, including bike lanes. The new structure is an upgrade from its current structural deficiencies.On San Diego's preparedness, Abbott says there could be some major damages. He pointed to a similar scenario that hit San Francisco in 1989: The Loma Prieta Earthquake."Our scenario earthquake for the Rose Canyon fault, or the biggest that we reasonably expect is a 6.9," Abbott said. "If we had that earthquake we might see some major failures like [the Loma Prieta earthquake], but not widespread destruction." 2958

  

SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

  

SAN DIEGO (KGTV) — San Diego has experienced one of its best whale watching seasons this year, thanks in part to plentiful amounts of food along the coast.As winter and spring gray whale watching die down, the summer season will bloom, giving way to Blue Whales feeding off our coast. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And the results can be astounding.RELATED: Humpback whale feeding frenzy off San Diego's coastBy land, San Diego has some prime viewing spots in Central and North County, according to Domenic Biagini, of San Diego Whale Watch. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience.Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini.At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. In Torrey Pines, Sunset Cliffs, and Solana Beach, onlookers have a full coastline of areas to peer from.San Diego's Tourism Board also adds Birch Aquarium at Scripps as a prime viewing area.And a tip to remember: During the winter and spring seasons gray whales tend to feed closer to San Diego's shore than blue whales, Biagini says.By seaOne benefit of heading out on the water to whale watch, aside from getting closer, is having San Diego's skyline in the background. Also, you may encounter other life roaming around whales as they feed.Whale watching journeys are offered around San Diego, but there are some things to watch out for before picking a company. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters.And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827
