SACRAMENTO, Calif. (KGTV) -- Governor Gavin Newsom's new proposal would make California the first state to establish its own generic drug label in hopes of lowering the cost of medications, CalMatters reports. The proposal is part of the state budget expected to be sent to the legislature on Friday. Newsom released a summary of the proposal Thursday, although the exact cost of the plan is unclear. “It’s time to take the power out of the hands of greedy pharmaceutical companies,” the Governor said in Tweet Thursday. SAN DIEGO — The county has stepped up enforcement of its latest round of Coronavirus restrictions, which took effect Saturday.Nearly 20 organizations - bars, restaurants, yoga studios and churches - were served with cease and desist notifications for not following the purple tier, which mandated outdoor only service to help stop the spread of the coronavirus. At Reach Yoga in Pacific Beach, owner Alena Snedeker got a violation for holding socially distanced indoor yoga classes as late as Monday. She said she was aware it was no longer allowed, but was doing it as she transitioned to an outdoor location."With being open for two weeks, we can't turn the machine off," she said. "If we turn the machine off, we lose our business forever."Reach Yoga, which did not hold classes Tuesday, will rent outdoor space at the nearby Soledad Club, which it will have to share with a karate studio and church. "A yoga studio runs a lot differently than a bar or a restaurant or a church, so to have the same blanket over every single business. I don't feel that's right," Snedeker said. At The Landing Bar in El Cajon, owner Steven Fort also got a violation , as a group watched football indoors on Sunday."As long as they're not shutting me down, I'm complying," Fort said.Fort said he was confused over when the purple tier started, but is now fully outside.Meanwhile, in Pine Valley, Major's Diner continues to publicly defy the order - without a cease and desist order. (AP) — Jury deliberations have resumed in the trial of a Southern California man charged with killing a family of four and burying their bodies in the desert.Jurors last Thursday got the case brought by San Bernardino County prosecutors against 62-year-old Charles "Chase" Merritt. The jury was off Friday and deliberations started again Monday.Merritt's business associate Joseph McStay, McStay's wife Summer and the couple's 3- and 4-year-old sons vanished from their San Diego County home in 2010. Three years later, their bodies were found in shallow desert graves more than 100 miles (161 kilometers) away.Merritt was arrested in 2014. Authorities said they traced his cellphone to the gravesite area and to a call seeking to close McStay's online bookkeeping account.If Merritt is convicted, prosecutors will seek the death penalty. 869

  

SAN DIEGO (AP) -- The Navy says it will decommission a warship docked off San Diego after suspected arson caused extensive damage, making it too expensive to restore.Officials said Monday that fully repairing the USS Bonhomme Richard to warfighting capabilities would cost .5 billion to billion and take five to seven years.The amphibious assault ship burned for more than four days in July and was the Navy's worst U.S. warship fire outside of combat in recent memory.In a statement, Navy Secretary Kenneth J. Braithwaite said, “We did not come to this decision lightly. Following an extensive material assessment in which various courses of action were considered and evaluated, we came to the conclusion that it is not fiscally responsible to restore her. SAN DEIGO (KGTV) -- As the migrant caravan makes its way through Mexico, local attorneys and shelters in Tijuana are monitoring their progress, in case the immigrants arrive at the Tijuana and San Diego border.The group Federal Defenders of San Diego worked illegal entry cases during the last caravan in April. Kara Hartzler is one of their attorneys, she says theirs already a daily backlog with immigration cases and this caravan will further overwhelm the system.Hartzler says many immigrants from April's caravan are still in the asylum process.  It's estimated the new caravan is 4,000 to 7,000 immigrants in size, roughly three times bigger than the one in April. In Tijuana, shelters are having meetings to prepare for the possibility of a large arrival. In a series of tweets Monday morning, President Trump called the latest caravan a "national emergency" and threatened to cut off aid to certain Central American countries, adding that he's already alerted Border Patrol and the military.  1038
