SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction.In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students. SAN DIEGO (KGTV) — Neighbors are expressing their collective frustration after a vandal tagged a new community mural in South Park."Pretty awful and disrespectful. A lot of time, energy and love into this piece," said Heather Johnson.At 30th and Juniper Street and 30th Street, the community mural sponsored by several neighborhood businesses was targeted by a vandal over the weekend."I think it's disgusting to be honest with you," said Brian Padgett.The phrase "#Neighborhood" was spray-painted over, replaced with the phrase "ETHNIC CLEANSING." At the bottom of the mural, the phrase "#Hipster Pacifism" was tagged in purple."Disheartening, frustrating and an act of cowardice," added Ezekiel Morphis.Neighbors believe the spray-painted messages are sounding off against the gentrification of South Park. The tagged wall is a part of a building which will soon be home to a non-profit restaurant benefiting local schools. It was once home to long-time coffeehouse priced out of the area almost two years ago."It happens in every neighborhood. As a city grows, there is change. This is not the way to handle it," said Johnson.Some paint was quickly put on the tagging, but the creators of the mural — which cost about ,000 — say it may cost another ,000 to repair. SAN DIEGO (KGTV) -- Photos captured along the shores of San Diego show the return of a bioluminescent glow cause by a phenomenon known as the red tide. Pictures posted on social media show the eerie neon glow. According to several San Diego photographers who captured the phenomenon, the bioluminescence was captured along the shores of La Jolla and Torrey Pines State Beach Wednesday night. The glow is created by an algae bloom called the red tide. The algae bloom is filled with phytoplankton called "dinoflagellates.” The organisms react with bioluminescence when jostled by the moving water. "Where the wave crashes onto the shore, as it rolls over that’s where the turbulence is highest," said Clarissa Anderson at The Scripps Instutition of Oceanography. "That’s why those are really bright stripes of light. We don’t know the exact smoking gun yet. It’s unclear exactly how long this year’s red tide will last; however, an algae bloom in September of 2013 lasted a week and a bloom in October of 2011 lasted a month, researchers say.According to the Scripps Institution of Oceanography, the red color of the tide is due to the high number of organisms in the water. 1389

SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

SAN DIEGO (KGTV) - Police are searching for a gunman after a teenager was shot Friday night outside of a movie theater in Escondido.The shooting happened around 8:50 p.m. at the Regal Cinema on West Valley Parkway in Escondido.Police say the victim was shot in the calf and taken to the hospital with non-life threatening injuries.The shooting is believed to be related to fight among a group of teenagers in the strip mall.They are now reviewing surveillance video in their investigation of the incident. 513
