SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) — Police have identified the man who died in custody after being arrested in Little Italy earlier this month.Vito Vitale, also known as Todd James Vitale, 39, died at the hospital after being taken into custody.Witnesses say Vitale was running in and out of traffic naked near the 600 block of West Grape Street around 11 p.m. Friday yelling for help.People who witnessed the events also told police that the man appeared to be under the influence of drugs and/or alcohol.RELATED: Police investigate death of man arrested in Little ItalyAfter placing Vitale into handcuffs, several witnesses had to help officers restrain him. Police provided medical aid to Vitale until paramedics arrived.Police also identified the officers involved in the incident as Greg Pilkington, a 10-year veteran of the department, Robert Nelson, a three-year veteran and Carlos Diaz, a one-year veteran. 915
SAN DIEGO (KGTV) -- Opponents of San Diego's new short-term rental regulations are accusing the city council of violating the Brown Act when it passed the new rules earlier this month. A letter drafted by an attorney on behalf of Air B and B, Home Away and Share San Diego was sent to the council Monday. It alleges the council violated the law when it made significant changes to the original proposal up for approval and then voted without allowing for more public comment. What they passed would essentially ban people from renting out anything other than their primary residence or a guesthouse on their property. The opponents are asking the council to hold another hearing. The city council is scheduled to hear a second reading of the short-term rental regulations Wednesday, August 1. 852
