SAN DIEGO (KGTV) -- A Bankers Hill woman may be forced to tear down part of her historic home to make way for a city park with an AIDS memorial.Otherwise, she faces thousands of dollars in daily fines from the city. Jennifer Hasso has owned the 1924 Tudor-style home since 1998. She says she's invested millions to restore it to its glory. The city even designated it as historic. The house sits at the end of 2nd Avenue in Bankers Hill. Right behind it, a nearly one-acre site on Olive Street the city is eyeing for a community park with an AIDS memorial. The park would also include fitness and seating areas, walkways and an overlook deck. County property maps show the city owns the land immediately north of Hasso's home, which has no setback from its property line. In fact, Hasso's bay window and chimney extend over that property line, and her entire backyard extend is across that line. 904

SAN DIEGO (KGTV) -- A 20-year-old woman died following a shooting that left three others injured at a party in La Jolla Sunday morning, according to San Diego Police. Police were called to the 7500 block of Draper Avenue near Jack in the Box around 12:39 p.m. after reports of shots fired. According to police, partygoers were standing outside a home in the area when a light-colored sedan drove into the alley and shot the victims. When officers arrived, they found a 20-year-old woman and 23-year-old man with gunshot wounds, according to police. Police say both victims were rushed to the hospital where the woman later died. The 23-year-old is in serious but stable condition, police say.Two other victims, both 19-years-old, later showed up at different hospitals with gunshot wounds and are in stable condition, police say. The suspects are still at large and police say they have no description at this time. The victims haven’t been identified. SAN DIEGO (CNS) — Two men who were allegedly running an illegal hash oil lab inside a Lemon Grove warehouse were charged by federal prosecutors Friday.Adam Ledesma and Jared Hoffman are charged with manufacturing around 166 kilograms of hash oil inside the building raided by Drug Enforcement Administration agents on Thursday.The hash oil, valued at more than .75 million, was seized along with ``sophisticated laboratory equipment'' valued at more than million, according to the DEA.In the criminal complaint filed Friday, DEA Special Agent James Gillis wrote that DEA agents regularly surveilled the building over the past month, and observed Ledesma and Hoffman regularly entering the building.There were ``no visible indications of commercial or manufacturing operations operating out of the building,'' according to Gillis, who said that on May 14, he found a number of paint buckets, stainless steel pots and other items he alleged were consistent with manufacturing cannabis inside two dumpsters in the building's loading dock. The building's electricity bills dating back to last May were also ``excessive and consistent with the amount of electricity required to operate equipment commonly used for concentrated cannabis extraction and/or indoor marijuana cultivation.''Search warrants were served Thursday for the premises, which has no license for marijuana cultivation from either the state or San Diego County, according to the DEA.Authorities said it was the sixth hash oil lab in San Diego County dismantled by federal authorities within the past three weeks. Explosions at two of those labs sent four people to hospitals with serious burns, the DEA said.The agency alleged that the Lemon Grove lab was in particular danger of an explosion or fire, due to high combustible gas readings at the premises, as well as a large amount of ethanol found at the lab. 1886

SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties.
