SAN DIEGO (KGTV) — The California Department of Motor Vehicles is delaying some driver license and vehicle registration services for 60 days due to the coronavirus pandemic.The DMV said the action will protect customers from coming to offices and employees who are working in office during the outbreak."The DMV is taking this action so that at-risk populations, including seniors and those with underlying health conditions, can avoid required visits to DMV field offices for driver license or vehicle registration renewals," the DMV said in a release.RELATED COVERAGE:California COVID-19 Tracker: San Diego coronavirus updatesSan Diego County leaders set up community response fund amid coronavirusList: School districts providing free meals amid closuresThe 60-day reprieve begins March 16 and covers some services that require an office visit for new driver licenses, duplicate driver licenses, some driver license renewals, new license plates, complex vehicle registrations or title transfers, and off-highway permits.Transactions that fall within this period include driver license renewals for those:70 years of age and older, who are required to take a knowledge testIndividuals who are required to renew in the office (last DMV visit was 15 years prior)Individuals subject to vision testingIndividuals with complex driving historyThe 60-day period also applies to vehicle registration renewals for customers who are not eligible to use an alternative service channel because of:Outdated insurance informationRegistration expired for 90 days or moreSmog issuesA recent transferSeveral DMV tasks can still be completed online through the department's website or at its kiosks around the state. The DMV is also recommending that state law enforcement be flexible when reviewing driver license or identification and vehicle registration. The DMV said it may choose to waive registration penalties, as well.California's DMV offices are open amid several closures around the state due to the coronavirus, but are working to increase access to services outside the office. 2082

SAN DIEGO (KGTV) — The Navy has called off search and rescue efforts to find a Sailor from the USS Theodore Roosevelt who reportedly went overboard.Navy crews from the San Diego-based carrier and five other vessels ended the search at sunset on Saturday. Crews and the U.S. Coast Guard searched more than 607 square nautical miles for more than 55 hours off the coast of Southern California.Ships began rescue efforts after a lookout spotted what they believed to be a person in the water at about 7:30 a.m. on Thursday, according to the Navy.RELATED: San Diego-based USS Theodore Roosevelt searching for Sailor overboardThe Navy ad the Sailor's family identified him as 20-year-old Aviation Ordnanceman Airman Apprentice Ethan Garrett Goolsby of Texas.Goolsby reported to the USS Theodore Roosevelt in July after his initial training as an aviation ordnanceman in Pensacola, Fla. He was promoted to his current rank on Sept. 16. "The loss of our Sailor is felt deeply by all on board," said Capt. Eric Anduze, commanding officer of Theodore Roosevelt. "The entire Theodore Roosevelt team sends our deepest condolences to the family of our missing shipmate."The Sailor's family was notified before the search stopped. The Navy said it has changed the Sailor's status to "deceased."Rear Admiral Doug Verissimo, commander of Carrier Strike Group Nine, added that the strike group, "sends our thoughts and prayers to the family and loved ones of our missing shipmate. I offer my thanks to all the Sailors and Coast Guardsmen who were involved in the search."The USS Theodore Roosevelt departed San Diego several days ago for an exercise at sea ahead of its second deployment of the year, according to USNI News. SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. City data shows that there 11,300 permitted devices in January, down from 22,300 in July 2019.RELATED: San Diego City Council votes to ban electric scooters from boardwalksThe city installed its first signs warning of the ban at La Jolla Shores, where nobody was riding a scooter down the boardwalk around noon on Thursday. "Honestly, it's probably for the best," said Charlie Scheuch, a surfer who used to ride the scooters but no longer does. "People used to just littler the boardwalk with them, so it's a good decision."Officers will issue warnings for the first 30 days, with citations starting after that. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer. SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. SAN DIEGO (KGTV) — The "Idaho River" has dried up.Repairs to a water transmission line in North Park are nearly complete, days after thousands of gallons of water flooded the neighborhood.Crews were out Friday replacing the broken 90-year-old, cast-iron pipe with a new PVC pipe and repaving the large hole formed at the intersection of Idaho Street and Polk Avenue.A portion of the road over the pipe's location Saturday morning remained closed off for crews to complete spot paving and cleanup.NORTH PARK WATER MAIN BREAK: 542
