SAN DIEGO (KGTV) -- A cheating scandal on a California State Board of Pharmacy exam has left 1,400 recent graduates unlicensed and unable to work, forcing some to deny job offers as their student loans become due.The board announced this week it invalidated all test scores on the California Practice Standards and Jurisprudence Examination for Pharmacists (CPJE) administered since July after it found evidence of "wide-scale subversion" of the exam.Board investigators determined more than 100 test questions were shared online. The CPJE is a critical step in the licensure process for new pharmacists."The board sincerely regrets that the actions of some are negatively impacting the lives of many," the board wrote in a statement posted Wednesday. "California consumers must have confidence that individuals passing a licensing exam have the requisite knowledge and skills to practice safely and competently."Some graduates working as interns in pharmacies while waiting for their license said they had lost their jobs over the licensing delay. Others said they had to turn down job offers."Our loans are increasing, we are all financially burdened as we can't find jobs until we take this exam," one test-taker wrote in an email to 10News. "People are very frustrated in the lack of communication from the board. We are being punished over other people's mistakes. We don't deserve this."The board is offering pharmacist applicants a chance to retake the test on November 16 and 17, and said it would "work diligently to expedite the results." That means applicants likely wouldn't be licensed and ready to work until December, leaving some who expected to begin working by late August in a financially stressful situation."Most people study for this exam for one to two months," said another test-taker. "The prospect of taking it again is daunting." 1864

SAN DIEGO (KGTV) -- A 68-year-old woman has filed a lawsuit claiming she was sexually abused decades ago by a priest in Rialto, the latest in a wave of litigation targeting the Diocese of San Diego.The woman, identified only as Jane Doe, claims she was abused by Father Efren Neri while he served at Christ the King, a San Bernardino County parish that was then part of the Diocese of San Diego. “For many years, I just lived with it,” the woman said in an interview. “A lot of shame, anxiety all my life.”Father Neri died in 1982, according to the Diocese. In a statement, the Diocese said there are no reports Neri was ever accused of sexual misconduct with a minor. “None in San Diego, none in San Bernardino and none in Fresno,” the statement said. Last week, 20 people sued the Diocese of San Diego, alleging abuses by six other priests. According to police, the incident happened around 6:30 on the 4700 block of Newport Avenue. Police say the family was looking at Christmas lights when the child didn’t see a car coming, walked out into the street and was struck by a car. The young boy was taken to the hospital with a broken leg. Police say the driver remained at the scene. Alcohol isn’t believed to be a factor. 511

  

SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. Fischer is already facing 14 years and eight months behind bars if convicted on previously filed charges.RELATED: San Diego deputy accused by multiple women of sexual assault speaks publiclyIn July, Fischer, accompanied by his attorney, spoke out for the first time about the accusations."These charges are simply untrue. I vigorously deny them," he said, with his wife and his new attorney, Manny Medrano, by his side. SAN DIEGO (KGTV) - A dog named Roadrunner was spotted on camera escaping a coyote in an incident that’s happening more than ever before, according to the Helen Woodward Animal Center. The shelter’s veterinarians got a call from neighbors in Vista last month. One of the residents saw a small dog repeatedly on the run from coyotes in the Creekside and Brengle Terrace areas. Neighbors kept in touch through NextDoor as many of them tried to lure the dog to safety. Babs Fry, whose nonprofit “A Way Home For Animals” helps rescue pets, was able to save Roadrunner. She brought the dog to the Helen Woodward Animal Center for a free checkup. “We were concerned that Roadrunner may have been bitten and would require Rabies shots and months of downtime, but he was one of the lucky ones who managed to escape without incident,” said Animal Health Supervisor Madison Hughes. Roadrunner was treated for malnourishment, and skin and flea issues, shelter officials said. Fry took him home for a full recovery and will start interviewing potential adopters next week. Roadrunner’s story is increasingly common, according to Helen Woodward Animal Center officials. The shelter has received more reports of coyote attacks and the deaths of pets than ever before. The increase in coyote encounters may be due to last year’s fires, seasonal drought, heat, and recent housing development, shelter officials said. The Helen Woodward Animal Center has tips to protect your pets from coyotes:Don’t keep pet food or water outside, especially at nightSupervise your pets while outdoors, especially smaller dogsPick up fallen fruit from trees in your yard.Keep your cat indoors, especially between dusk and dawnThoroughly clean your grill and if possible store it in a garageNever leave dogs tied up outsideDo keep your dog on a leash on walks and hikes in order to keep them in close proximityBring a whistle or bear spray along on hikes and walksSix-foot tall fences are most effective in keeping coyotes out. For extra protection “coyote runners,” devices that can be installed on the top perimeter of tall fences and cause a coyote to slip off when trying to hop over are effective.NEVER run away from a coyoteMake loud noises, yell, spray a garden hose in their direction or squirt vinegar, bang pots and pans together, throw sticks, cans, rubber balls or other small objects toward (not at) the coyote. (You want to discourage the coyote from coming back so you may have to use a variety of these methods if coyote sightings persist) 2528
