OAK PARK, Mich. — The city of Oak Park, Michigan will host its annual Boo Bash Halloween event next Wednesday, but they are not allowing anyone to come as a clown. On the event page, the city says people can bring children in their favorite Halloween costumes, collect candy down the trick-or-treat street and enjoy cider and donuts. They also say that clown costumes are not allowed.Oak Park Recreation Director Laurie Stasiak told the Oakland County Times the ban stems from fear and anxiety over clowns for some children."In the past few years, many clown costumes have been given a very scary and evil look. Many scary and horror movies are centered around these types of characters. About three years [ago] there were national incidents in the news where people were dressing up as clowns and scaring people and in some cases assaulting them," she told the Oakland County?Times. "Many people have phobias and anxiety about clowns. It’s because of this that we asked people not to dress up as clowns for this community event.” 1067

OCEANSIDE, Calif., (KGTV) — The regional shutdown of many business sectors begins Sunday at 11:59 p.m., leaving thousands of people jobless in the middle of the holiday season.Donald Murray is a regular customer at Copperwood Barber Shop in Oceanside."[I get the] 'High and tight' I guess is what they call it," Murray laughed. "Low maintenance."Brothers Allen and Sherman Morris opened the shop in 1988, serving thousands of customers simple cuts. But this year, business has been anything but simple."We don't understand why they keep shutting us down," barber Adriana Hinojosa sighed.Hinojosa says since the pandemic began in March, customer numbers dipped under 50%. Owner Sherman Morris has not been into his shop due to health risks."We don't want him to get sick," Hinojosa said. The old school shop made adjustments with every new restriction, serving customers in every other chair, buying sanitation goods, and even going outside for a few weeks."This summer, it was hot, we were sweating, the customers were sweating, so it was kind of hard," Hinojosa said. But once again, they must shut their doors completely. According to the State, other sectors facing the same shutdown include:— indoor and outdoor playgrounds— indoor recreational facilities— hair salons and barbershops— personal care services— museums, zoos, and aquariums— movie theaters— wineries, bars, breweries, and distilleries;— family entertainment centers and amusement parks— cardrooms and satellite wagering— live audience sports"Making these guys jump through hoops, I don't think is right," Murray said.As Hinojosa makes her final buzz, she braces for what will be a holiday season with much fewer gifts under the tree."We are going to be with our families. We are going to stay home," Hinojosa said. "But there's not going to be presents or other relatives because of the COVID." 1869

Nursing homes and long-term care facilities need more personal protective equipment (PPE) than they did at the start of the pandemic.“If a home doesn't have at least a week's worth, that's a problem. It's regarded as a critical shortage and the reason why is because if you have an outbreak, you can start chewing through your existing supplies like that,” said Teresa Murray, a consumer watchdog at the U.S. Public Interest Research Group (U.S. PIRG).The group looked at data from facilities sent to the Centers for Medicare and Medicaid. They found one in five were dangerously low on one or more items, like gloves and hand sanitizer. Almost half didn't have a one-week supply of at least one type of PPE.“And they say that it's not unusual at all for nurses to use masks for like five days,” said Murray. “If they even have gowns, they're reusing them.”U.S. PIRG says these facilities couldn't compete with demand for supply. The Medical Supply Transparency and Delivery Act, which is sitting in Congress, would help stabilize prices. And the Defense Production Act could be used to increase U.S. production of PPE.“And not only does it affect the residents that are in that home. It affects the workers who, guess what, they go home, they go home to their families,” said Rowan. “They go home, to their grocery stores and to their churches. And their kids go to school. And so, this is, I mean, it's no surprise that this is why we're seeing some of these community outbreaks because of one case that starts in a nursing home.”When the Centers for Medicare and Medicaid said the data was accurate, U.S. PIRG says they were referred to FEMA for a solution plan. FEMA has not responded yet. 1700

OAKLAND COUNTY, Mich. — A Michigan judge has ruled a 15-year-old girl will stay in a juvenile detention center for violating probation after not completing online coursework.Grace had gotten into legal trouble last year, and as one of the conditions of her probation, she had to attend school and complete classwork, which her mother tells ProPublica her daughter was doing until the pandemic hit.ProPublica, a nonprofit publication, brought attention to Grace's story."This is a student with disabilities who was struggling with remote learning situation and ended up in detention because of that," said Jodi Cohen, a reporter with ProPublica Chicago."In school the student gets one-on-one support from teachers and is allowed extra time to complete assignments because of (ADHD) and other disabilities," Cohen said. 825
