EL CAJON (CNS) - The husband of a pregnant woman killed when her car struck a tree after being rear-ended by an alleged drunk driver in Ramona testified Tuesday that he saw the accident in his rear-view mirror.Christian Foderingham's testimony came as a preliminary hearing got underway for Andrew Milonis, charged with murder, DUI and gross vehicular manslaughter while intoxicated in the May 14 death of 29-year-old Jessica Foderingham, who was eight months pregnant.The victim's husband testified that his wife was following him in her own car on San Vincente Road on the way to her grandmother's house on Mother's Day when he heard a loud bang, saw an SUV swerve onto a sidewalk and saw his wife's 2016 Dodge Dart slam into a tree in the center median.RELATED: Judge raises bail to M in Ramona fatal hit and run"It felt like my heart stopped," he said. "I ran back to her car."Christian Foderingham, a U.S. Marine, said he cut off the seat belt holding his wife's lifeless body in place and pulled her out of the car. Jessica Foderingham and her unborn daughter were pronounced dead later at a hospital.The husband said the force of the accident made it look like someone had taken a sledgehammer to his wife's lower body.According to the California Highway Patrol, Milonis was heading east on San Vicente Road when his 2011 GMC Yukon pickup rear-ended the victim's car near Arena Drive about 6:45 p.m.Milonis fled following the collision, then abandoned his vehicle about a mile away and called for a Lyft driver to give him a ride to a bar on Main Street, CHP public-affairs Officer Kevin Pearlstein said. Deputies found him at the tavern about an hour later and arrested him.According to court testimony, Milonis was arrested for DUI six months before the fatal accident when he allegedly drove drunk and hit a fence.The preliminary hearing will continue Wednesday. When it's over, Judge John Thompson will decide whether enough evidence was presented to order Milonis to stand trial. The defendant faces 40 years to life in prison if convicted. 2067

Dr. Anthony Fauci, the nation's top infectious disease expert, called for the U.S. to "double down" on what he called "common-sense" public health measures on Monday as the country faces a critical juncture amid the COVID-19 pandemic.After enormous surges in cases in the spring and summer, the U.S. was able to flatten the curve a bit in early September. According to Johns Hopkins, the U.S. dropped to a low point of about 34,000 new daily cases of COVID-19, down from a high of about 70,000 new cases in July.However, case rates have increased gradually in recent weeks, and Fauci warned that Americans need to take public health measures seriously as cold weather forces many indoors, adding that the country is "not in a good place" ahead of winter."(Some states) are starting to show upticks in cases and even some increase in hospitalizations in some states," Fauci said Monday during an appearance on ABC's Good Morning America. "You don't want to be in a position like that as the weather starts getting cold."Fauci added that despite the increase in cases, he did not believe the U.S. needed to go into another total lockdown similar to the one that took place in March and April."I would really like to not go there because it causes so many collateral issues and problems," Fauci said. "That puts us all at risk of having an outbreak of that illness when we get back together again."According to the World Health Organization, at least 93% of the population needs to get the measles vaccine to reach herd immunity.Researchers have found that vaccine rates have dropped as low as 70% in some places in Ohio, which raises concern for a potential measles outbreak.Typically, kids follow a type of "vaccine schedule" throughout their childhood. But many families have put vaccines for their children off amid the COVID-19 pandemic.Doctors say it's not too late to get those shots."If you're delayed in getting the measles vaccine, that's OK," Bode said. "Still come in and get it because it will protect you from the day you start to get it. EL CAJON (KGTV) — Some amateur detective work by an East County business owner helped deputies track down two men suspected of stealing a popular wrought iron horse statue.Deputies arrested 56-year-old Percy Hill in Arizona and 62-year-old Rick Freeman near Lakeside on Friday.The men are accused of stealing the 10-foot-tall horse statue from outside the Double S Tack and Feed Store in unincorporated El Cajon on October 2. The statue weighs about 250 pounds, said owner Rita Gallant, somewhat lighter than initial estimates.After the theft, Gallant gathered surveillance video from nearby businesses and solicited tips on social media from the East County community.The video showed two vehicles were involved in the heist, including a distinctive Suzuki Samurai with a yellow flag mounted on a window, Gallant said. But the big break came on October 22, she said. Employees sounded the alarm when two men pulled up in the same Suzuki Samurai with the yellow flag. The men asked about purchasing yard art. Gallant thinks they were actually scoping out more things to steal."Not very smart," she said.After the store posted pictures and videos of the second encounter, a tipster was able to identify one of the men and deputies made arrests in two states."I never dreamed at all that I would ever get the horse back. I just wanted to make sure the people that stole him paid for it," she said.Gallant said she spoke with investigators who interviewed the suspects. "The gentleman took it for his yard," Gallant said. "He was doing a western theme."She drove the roughly 250-pound statue home from Arizona Monday night in a horse trailer. The statue was damaged during the burglary and poorly welded back together, but Gallant said she has plans to make it even better than before.She plans to re-weld the statue with a concrete base — possibly with steps to allow customers to take pictures — and a new sign on the bottom."Double S, one. (KGTV) - The City of El Cajon is days away from unveiling their new million dollar animal shelter to the public and gave 10News a sneak peek on Tuesday.The new shelter is double the size of the current facility, which was built in the 1950's, and features state-of-the-art amenities.The city believes it will dramatically improve the adoption experience for East County residents."With more room comes more ability to provide the standard of care expected for these types of animals," said Dirk Epperson, Director of Public Works for the City of El Cajon.The facility has a medical center and operating room as well as a full-service grooming station.There will also be several 'get to know you rooms' where potential adopters can get one-on-one time with the animals.Epperson says efficiency is a theme in the new facility, making it easier and more environmentally-friendly for shelter employees to do their jobs. The grand opening is Saturday, June 2 from 12 p.m. to 3 p.m and adoption fees will be offered for all animals.The shelters will be closed from Tuesday, May 29 through Friday, June 1. However, special arrangements can be made for residents needing to drop off stray dogs or claim a pet.   1250
