A Qualcomm spokesperson confirmed the email to 10News.The company email says employees in China should continue to follow local guidelines that they've received separately."Certain employees will be identified as 'onsite critical,' which means that your work is both critical to the continuity of business operations and requires onsite presence to perform your work duties," the company's email read.Qualcomm said it is taking the action as a "proactive, preventative measure to protect our employees and help reduce the spread of the virus."The San Diego Regional Economic Development Corporation estimated in early 2018 that the company has a .9 billion impact on the San Diego economy. SAN DIEGO (KGTV) - Kaiser Permamente employees in San Diego voted to join a nationwide strike against the healthcare giant starting Oct. 14. More than 4,000 members of OPEIU Local 30 supported the action, a union spokesperson said. Workers say they want to “protect middle-class jobs with wages and benefits that can support families.” Hundreds of positions would be affected, including x-ray, pharmacy, and surgical technicians, phlebotomists, optometrists, and housekeepers. “We believe the only way to ensure our patients get the best care is to take this step,” said Robert Sparrow, an x-ray technician. “Our goal is to get Kaiser to stop committing unfair labor practices and get back on track as the best place to work and get care. There is no reason for Kaiser to let a strike happen when it has the resources to invest in patients, communities and workers.” Picket lines will be established at Kaiser Permanente hospitals, medical office buildings, and other facilities in six states and Washington, D.C. Kaiser Permanente Chairman and CEO Bernard J. Tyson issued a statement which reads: “While the Kaiser Permanente management team was actively engaged in negotiations at the bargaining table, SEIU-UHW released a strike announcement on 9/16 – an overt effort to gain leverage in bargaining. “This has been an ongoing pattern during this entire process with SEIU-UHW, as they believe that an aggressive approach such as using negative corporate campaigning and threats of strike is the way to get a better offer than what our other unions have received. “We are in this situation because of the aggressive approach of SEIU-UHW leadership, but our approach remains the same: we are committed to offering a package that’s aligned with all of our other unions that keeps our employees among the best paid in wages and benefits in the industry. SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water. SAN DIEGO (KGTV) — In Pacific Beach, it's common to see scooters in the flow of traffic.At night, it's the same story. Firefighters plagued with trauma patients from scooter crashes. Crews say they often see people using them to bar hop.A study released Thursday reveals data supporting exactly that. The study focuses on 103 patients and after tests it shows that half of them were drunk. Even more surprising, 52% were high on drugs.The study pulled data from UCSD Medical Center, Scripps Mercy Medical Center, and a hospital in Austin, Texas."We were concerned this would become the next big public health issue," says UC San Diego Health Dr. Leslie Kobayashi.The study looked at patients between September 1, 2017 to October 31, 2018."Spinal fractures and spinal chord injuries," Kobayashi says, recalling injuries. "I myself saw one patient who was not able to be salvaged because of a severe overwhelming devastating head injury."Kobayashi seeing the skyrocketing trend from the emergency room.New rules started in June to combat these stats, like limiting the speed of scooters in places like the boardwalk and forcing riders to park scooters in corrals.Firefighters in Pacific Beach say they're seeing less injuries in the last month.Kobayashi hopes it's just the beginning."Reducing the speeds, limiting the times of day it can be used, and whether or not protective gear, most importantly helmets are going to have an impact on injury prevention," Kobayashi added.The conclusion of the study reads, "eScooter-related trauma has significantly increased over time. Alcohol and illicit substance use among these patients was common, and helmet use was extremely rare. Significant injuries including intracranial hemorrhage and fractures requiring operative intervention were present in over half (51%) of patients. Interventions aimed at increasing helmet use and discouraging eScooter operation while intoxicated are necessary to reduce the burden of eScooter-related trauma."10News reached out to Bird and Lime for a response.Lime said they are "piloting a new function in the app - “Don’t drink and ride” - whereby those trying to rent a Lime after 10pm now have to confirm they are not attempting to rider under the influence."Both companies said safety is their priority.Bird sent us this statement, in part, "The rules of the road, apply to everyone — whether behind the wheel, walking, cycling or on a scooter. We go to great lengths to educate and inform riders about the dangers of distracted riding, including riding under the influence, as well as educating them on how to identify drivers who might be operating cars under the influence." SAN DIEGO (KGTV) - Members of a newly formed Guardian Angels chapter in Pacific Beach went on patrol for the first time Saturday night.Members of the Sacramento Chapter traveled to San Diego to train the new volunteers. Administrator Sarah Bonesteel joined after a neighborhood crime walk, saying "crime is getting out of control, we've lost our parks, and our library and things like that."RELATED: Guardian Angels look to start street patrols in Pacific BeachThe Guardian Angels are a national crime prevention nonprofit organization that started in New York in 1979. The group said it created chapters in over 130 cities in 13 countries.While the group has several programs to prevent crime, the most visible are its street patrols. The Pacific Beach Chapter hopes to provide a safe environment after the bars close.Guardian Angels patrol in groups of at least two while wearing red berets and uniforms, and say the patrols are meant to serve as a visual deterrent and aim to avoid violent confrontations.Angels on patrols are unarmed but trained in self-defense to protect themselves in case a situation becomes physical. They hope they do not have to use their training.The organization conducts background checks on new members to ensure everyone's safety. 1270
