NESTOR, Calif. (KGTV) -- Supporters are defending The San Diego Police Department after a controversial email detailing an incentive-based program was released to Team 10.RELATED: San Diego Police Chief launches internal investigation into "rewards for arrests" emailTasha Williamson says she is a civil rights activist. She organized the protest outside the Southern Division in Nestor Monday night, but she was far outnumbered by residents and business owners who showed up to support the officers and thank them for their service. RELATED: Protest planned over controversial San Diego Police Department email"You hear words like quota and you get a little nervous, but I don't, and knowing these police officers, I don't believe for a minute that any of this was racially motivated or supposed to be directed at communities of color. I've been a person of color, I've seen things, they're not happening here," said Jason Wells. Williamson and a handful of other people at the protest are upset about an email sent by a police sergeant to the 90 officers at the Southern Division suggesting a reward based program for drug arrests. Team 10 obtained the email from an officer who wished to remain anonymous out of fears for his job. According to the email, the officer with the most points would be rewarded with the opportunity to work in a specialized unit for up to a month. The goal was to motivate officers, increase experience and target high-crime areas. It stated the program was being instituted in Southern Division and is strictly voluntary. It also stated that the program runs from March 1 (retroactive) to April 14.Williamson said the fact the whistleblower felt the need to go to the media, not a supervisor, is another red flag."I'm also concerned that no one else stepped forward out of the 90 officers, only one, and I'm concerned about the culture in the department in how they are really an open door policy," said Williamson. The anonymous officer told Team 10, other officers were concerned but allowed him to speak for them. Protesters also say "quota systems" breed corruption and target low-income neighborhoods with fewer resources to fight drug problems."I'm concerned that incentive-based programs within internally with the police department would cause corruption and the incentive-based program in low-income communities for drug arrests have primarily been discriminatory," said Williamson. "Policing should not be a game. It's not fun to arrest people if you want to do a quota, do it on something that can't be transferred from one pocket to another during a stop," said another protester. San Diego's new Police Chief David Nisleit told 10News the program was never authorized or carried out. Chief Nisleit said the email was sent by mistake and retracted within days. The chief said he's launching an internal investigation into why and how the idea was developed. New research suggests that antibodies the immune system makes to fight the new coronavirus may only last a few months in people with mild illness, but that doesn’t mean protection also is gone or that it won’t be possible to develop an effective vaccine.“Infection with this coronavirus does not necessarily generate lifetime immunity,” but antibodies are only part of the story, said Dr. Buddy Creech, an infectious disease specialist at Vanderbilt University. He had no role in the work, published Tuesday in the New England Journal of Medicine.The immune system remembers how to make fresh antibodies if needed and other parts of it also can mount an attack, he said.Antibodies are proteins that white blood cells called B cells make to bind to the virus and help eliminate it. The earliest ones are fairly crude but as infection goes on, the immune system becomes trained to focus its attack and to make more precise antibodies.Dr. Otto Yang and others at the University of California, Los Angeles, measured these more precise antibodies in 30 patients diagnosed with COVID-19 and four housemates presumed to have the disease. Their average age was 43 and most had mild symptoms.Researchers found that the antibodies had a half-life of 73 days, which means that half of them would be gone after that much time. It dovetails with a previous report from China also suggesting antibodies quickly fade.The results “call for caution regarding antibody-based ‘immunity passports,’ herd immunity, and perhaps vaccine durability,” the California authors write.That’s true, Creech said, but other parts of the immune system also help confer protection. Besides churning out antibodies, B cells develop a memory so they know how to do that again if needed.“They would get called into action very quickly when there’s a new exposure to the virus. NEW YORK, N.Y. -- The New York Police Department has launched a first-of-its-kind task force to tackle the rise in hate crimes committed against Asian Americans amid the COVID-19 pandemic.“I’m from Malaysia but I’ve been here 30 some years,” Mei Chau explained from her loft apartment in New York City.Chau is a chef and owner of Aux Epices, a French Malaysian restaurant in New York’s Chinatown. “It’s actually a French name. It’s called with spice.”Due to COVID-19, regulations and a lack of tourists, Chau was forced to close her doors in June.“At the same time, I'm also glad that I closed because of the difficulty that I have to face,” she explained. Aux Epices is just one of the many businesses lining Chinatown’s streets that’s been hit hard, in more ways than one.“When the first news came out saying, Oh this came from China, of course right away we’re like, oh is this going to affect us?” Chau explained. “And of course it affected us.”Chau says businesses in Chinatown started closing, one by one.“As with any pandemic, we have people that would like to blame another group for the issue and this time is no exception,” said Wellington Chen, Executive Director of the Chinatown Partnership. “We understand, we’re sensitive to the pain, the loss, the death and the loss of job, the economic devastation. But we are in it just as much as anybody else.”Chen said Chinatown doesn't have enough visitors to recover. Normally packed streets are empty, but worry over another issue fills the air.“The number of anti-Asian harassment or hate crime has risen since the pandemic broke in Wuhan,” he said.That didn’t go unnoticed.“As far as I know, we are the first police department to have an Asian hate crime task force,” said Stewart Loo, the Commanding Officer of the New York Police Department’s Asian Hate Crime Task Force. The unit was announced in May to tackle the rise in hate crimes against Asian Americans. The agency has investigated 26 cases this year, up from three last year.It’s something Officer Loo has personally experienced. “When I was 7 years old, I immigrated to America with my mom and my dad. When we got here, my dad took a job delivering Chinese food in Manhattan North, and during his time here, on more than one occasion, he was a victim of robbery,” he said. “We had to go through the process on the other side without having somebody that speaks our language.”“There is a lot of mistrust in the police department, especially in the Asian community, where the general public doesn't like to get involved too much even when they are victims of a crime,” Task Force Officer Jacky Wong said.They both explained breaking down the language barrier will help, as it did in Officer Wong’s first case.“I spoke to her in Cantonese, so I built a little rapport with her,” he said. “She was able to give us information that led to identifying those two suspects, which led to their apprehension.”“I’m glad the city is sending out this task force,” Chau said. “I won’t venture out to some place I’m not familiar, because it is, the fear it's there.”Not everyone believes police involvement is the right answer.“I think that the task force might be a band aid solution for the problem," said Jennifer Wang, Deputy Director of Programs for the National Asian Pacific American Women's Forum. The organization was one of 26 Asian American organizations in New York that signed a letter saying they were against the creation of the task force.“The problem at its core might actually be that Asian Americans, we are a community of color and it’s very hard to trust that law enforcement will protect us,” Wang said.“Personally I would have never called the police in any of these situations I have encountered,” said Allison Park, also part of the Women’s Forum. She shared a few of her experiences from back in February. “I was on the subway and a group of I believe to be middle schoolers started coughing on each other and began shoving each other toward me. This really would not have been as big of a deal for me if it hadn't been for two prior incidents I had in San Francisco and [Washington] D.C.” she said.The task force aims to create a better, more understanding culture around reporting hate crimes.“This is absolutely very important for people that are victimized to come forward and press charges, because you could prevent another hate crime down the road,” Wong said.“To change people’s mind is not one day to another,” Chau said. 4470
NOBLESVILLE, Ind. -- Officers from the FBI, ATF, Indiana State Police and local departments searched the home of a Noblesville middle school student accused of shooting a teacher and classmate Friday morning.The shooting was reported shortly after 9 a.m. local time at Noblesville West Middle School in suburban Indianapolis. Officials said seventh grade teacher Jason Seaman and one of his students were shot when another student opened fire.Seaman and the student victim were transported to Indianapolis hospitals in critical condition. The suspected shooter was taken into custody.While the suspect has not yet been identified, investigators are already searching his Morse Reservoir home. Those investigators included local, state-level and federal officers, along with computer crimes specialists. 815

Our private label brands haven't used these materials for years, so extending this policy to all the brands we carry is a natural next step for our business."Nordstrom says the change will involve removing the use of fur in its private-label brands and not buying or selling items that use Asiatic raccoon.The company said the new policy wouldn't apply to products derived from cows, pigs, and goats.
