SAN DIEGO (KGTV) -- San Diego County is praising local businesses that are stepping up to the plate during these challenging times.A transportation company out of Oceanside called FACT, or "Full Access Coordinated Transportation," is offering free rides for seniors, the disabled or veterans who may need it for essential needs. That includes needs like doctor's appointments or rides to the grocery store.It is on a first come, first serve basis all across San Diego County.The free ride service runs through April 15th, Monday through Friday, 8 a.m. to 3 p.m.FACT is encouraging anyone who is interested to call ahead at (888) 924 -3228. 647

SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." Manchester hopes San Diegans will be generous in their donations to the Bahamas whether it’s through his charitable foundation or another aid group. 1205

SAN DIEGO (KGTV) -- San Diego County remained on the state’s COVID-19 monitoring list as of Monday, but Gov. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. So, likely tomorrow."County health officials were expected to announce the latest local statistics on Monday afternoon.For K-12 schools to potentially reopen for in-person instruction, San Diego County will have to reach 14 straight days with positive virus cases below 100 per 100,000 people.As many as 48 elementary schools in the county have filed waivers that in hopes of returning to in-person classes. 1417
