(KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. Schools across the country are hammering out their back to school plans. Some are going straight to remote or online learning, while others are fully back in session with a digital option. Some school districts are even having students attend school just a few days a week, in shifts."Cincinnati Public Schools has made the announcement that it'll be a two days on, three days off [schedule] and then, they'll switch it up the next week," said Christian Davis, a working mom of six children.Davis started the Facebook group "Cincinnati Parent Empowerment Network." The two days change each week so students can attend school in shifts, according to their grade."I work in a local community college here, but now, the colleges have been closed but they plan on opening back up in August. However, we won't be on a two or three-day schedule like the K-12 schools. We'll be working five days a week," explained Davis.Davis' job isn't one that would allow for working from home. She's not sure what her work schedule will look like and whether it will be able to accommodate her children's school schedule."These are unprecedented times, and everyone is kind of having to deal with these things right now," said Amber Clayton with the Society for Human Resources Management.Clayton says employers will have to be flexible with employees who may be at the will of their child's return-to-school plan."A lot of people are going to be going through this, especially if employers have employees in multiple states. Some of those jurisdictions will have schools that will be completely online and there will be some that will have partial reopening where they'll go to school a couple days a week and then they actually have online learning," said Clayton.Clayton says employees also need to start planning their schedules now and working with their employer to provide the best solution possible. Businesses also need to make sure they're being fair and equitable with each employee's varying situation."I think consistency is key so that if you allow people to telework, maybe you need to do so for other employees,” said Clayton."We would like to think our employers will be flexible, but a job is a job and they still need employees to show up and do their job despite the fact that we’re in a health crisis right now," said Davis.Davis says her family is eligible to receive childcare assistance, but right now, she doesn't know any childcare facilities that will accommodate school-age children during the day on varying days of the week. She says some families have already been so impacted by the pandemic that the cost of making sure their children are at school and being able to secure a job that will accommodate them, is a serious concern."They're afraid that if their hours are going to get cut or if they have to find another job to accommodate this schedule, will they have enough money to afford the necessities their kids need during this time?" said Davis.Clayton says right now the Families First Coronavirus Response Act does not take into account families' varying back-to-school situations, but she expects the Department of Labor will make adjustments soon to address parents' concerns. 3355

  

SAN MARCOS, Calif. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. Scientists, doctors and the public are eagerly waiting to hear how effective a COVID-19 vaccine will be and how soon it could be available to everyone. But when the vaccine is ready, some will be racing to be first in line, while others will be cautiously waiting to see how it plays out."Only about half of people get a flu vaccination polls are showing. In terms of the coronavirus, that’s saying that a third to maybe as much as half of the population will not want to get a vaccine," said Arthur Evans, the CEO of the American Psychological Association.Evans is concerned about whether people will be willing to get the COVID-19 vaccine when it comes out. How people are educated about the upcoming vaccine will be crucial."Right now, I think there are a lot of people who want to take a vaccine and to get a vaccine, but if people feel that this has been rushed, that they don’t feel all of the normal safety measures have been taken, it's going to be much harder for people to take that step," explained Evans.Dr. Bali Pulendran, a pathology, microbiology and immunology professor at Stanford University, says just because a COVID-19 vaccine is being expedited doesn't mean it's any less safe."It's a very established, lengthy process. It’s expedited now because of certain technologies such as the mRNA technology that really helps you accelerate this process," said Dr. Pulendran.He says the creation of a vaccine is rigorously tested, first with mice, then primates, and finally, humans. Tens of thousands of people are currently choosing to participate in COVID-19 vaccine trials."And so, this is a development and paradigm that has served vaccinology really well. It's really served it well in terms of enabling the licensure of some 20 or more vaccines," said Dr. Pulendran.Dr. Pulendran says every year, the flu vaccine varies in efficacy. For a good year, it could be 90 percent protective, while the next year, the flu shot may only be 10 percent effective. The COVID-19 vaccine is expected to be 60 percent effective."I think for me, personally, if I saw a vaccine coming out in the next year or so that had a 60 to 70 percent efficacy, that to me would be very encouraging," said Dr. Pulendran.The public, though, may still need some convincing."One of the hardest things for the general public to embrace is the idea of probability. We like to know definitively if something works or not,” said Evans. “The reality is that a vaccine is a probabilistic issue. It's highly likely that you won’t contract, whatever the condition is, but it’s not 100 percent."Evans says the key will be in how the vaccine is marketed to the American public.Dr. Pulendran hopes any positive data and outcomes of the COVID-19 vaccine trial will encourage as many people as possible to get the vaccine when it comes out. 2823
