UNITED NATIONS, Oct. 17 (Xinhua) -- China on Monday underlined the importance of safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space, saying that "the outer space is the common wealth of mankind as the global public space."The statement came as Wang Qun, the Chinese ambassador for disarmament affairs, was taking the floor at the thematic debate on outer space at the First Committee of the UN General Assembly. The First Committee is in charge of disarmament and international security."The outer space is the common wealth of mankind as the global public space," Wang said. "The permanent peace of outer space is correlated to all nations' security, development and prosperity.""Meanwhile, with the growing reliance of mankind on outer space, the risk of the weaponization of and an arms race in outer space are on rise, and the uncertainties concerning outer space security are accumulating as well," he said. "Safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space are common interest and obligations of all countries."In responding to the growing challenge for security in outer space, the international community also witnessed common grounds on opposing to the weaponization of outer space and advertising the Prevention of an Arms Race in Outer Space, he said.The General Assembly, for consecutive years, adopted " Prevention of an Arms Race in Outer Space" resolution by overwhelming majority of votes, calling for negotiations on an international legally-binding instrument on the prevention of an arms race in outer space at the Conference on Disarmament in Geneva."The mankind has marched into the 6th decade of outer space exploitation, and the manned space flight has made a history of 50 years," Wang said."Recently, China has successfully launched the Tiangong-1 ( Heavenly Palace 1) as a target spacecraft for rendezvous and docking experiment, which opens a new era of China's manned space flight, and also reflects that China is committed itself to the honorable objective of promoting the peaceful exploration and utilization of the outer space, maintaining peace and bringing benefit to mankind."
WASHINGTON, Nov. 14 (Xinhua) -- A novel study in twins found that exposure to trichloroethylene (TCE) -- a hazardous organic contaminant found in soil, groundwater, and air -- is significantly associated with increased risk of Parkinson's disease (PD). Possibility of developing this neurodegenerative disease is also linked to perchloroethylene (PERC) and carbon tetrachloride (CCI4) exposure, according to the study appearing in Annals of Neurology on Monday.The National Institute of Neurological Disorders and Stroke estimates that as many as 500,000 Americans have PD and more than 50,000 new cases are diagnosed annually. While there is much debate regarding cause of PD, studies suggest that genetic and environmental factors likely trigger the disease. Several studies have reported that exposure to solvents may increase risk of PD, but research assessing specific agents is limited.The current epidemiological study, led by Samuel Goldman and Caroline Tanner with The Parkinson's Institute in Sunnyvale, California, investigated exposure to TCE, PERC and CCI4 and risk of developing PD. The team interviewed 99 twin pairs in which one twin had PD and one didn't, inquiring about lifetime occupations and hobbies. Lifetime exposures to six specific solvents previously linked to PD in medical literature -- n-hexane, xylene, toluene, CCI4, TCE and PERC -- were inferred for each job or hobby.The findings are the first to report a significant association between TCE exposure and PD -- a more than six-fold increased risk. Researchers also found that exposure to PERC and CCI4 tended toward significant risk of developing the disease. "Our study confirms that common environmental contaminants may increase the risk of developing PD, which has considerable public health implications," commented Goldman in a statement.TCE, PERC and CCI4 have been used extensively worldwide, with TCE noted as a common agent in dry-cleaning solutions, adhesives, paints, and carpet cleaners. Despite the U.S. Food and Drug Administration (FDA) banning the use of TCE as a general anesthetic, skin disinfectant, and coffee decaffeinating agent in 1977, it is still widely used today as a degreasing agent. In the U.S., millions of pounds of TCE are still released into the environment each year and it is the most common organic contaminant found in ground water, detected in up to 30 percent of drinking water supplies in the country.In a release issued on Sept. 28, 2011, the Environmental Protection Agency announced that TCE is carcinogenic to humans.

SAN FRANCISCO, Dec. 29 (Xinhua) -- The United States Patent and Trademark Office on Thursday published a patent application from Apple related to face and presence detection for iOS devices, which is expected to be one of the next chapters for mobile security.According to AppleInsider, a news and rumor website focusing on Apple, the patent is entitled "low threshold face recognition" which is a low-computation solution for quickly and accurately recognizing a user on iPhone, iPad, iPod Touch and MacBook.Patently Apple, a blog focusing on Apple's latest intellectual properties, said that iOS devices would acknowledge the presence of the potential user by turning on the display and then trigger a subsequent process for recognizing the potential user's face.Currently, most face recognition systems tend to be robust ones working in various lighting conditions, orientations, scale and etc., which will require computing resources and drain battery life. There are also security-type face recognition systems working under controlled lighting conditions which could be ineffective due to factors like proximity of the user to the camera.Google's latest Android 4.0 operating system, codenamed Ice Cream Sandwich, already features face detection. But it is reported that the feature doesn't always work and can be bypassed by using a photograph of the phone's owner.Apple's solution would reduce the impact of lighting conditions and biometric distortions on an image, said AppleInsider, citing the filing. Apple said it would rely on a "high information portion" of a human face, such as eyes, mouth or the tip of a user 's nose.The "likely presence" of a human face in front of the camera would be captured through an "orange-distance filter" which would also be used to detect the potential user's skin tone and measure the distance of their face from the camera.Meanwhile, iOS devices could also be set to recognize faces of multiple users, presenting each user with a personalized configuration.According to AppleInsider, the patent application was first filed by Apple in June, 2009.Analysts said that the proposed technology could be Apple's next big innovation as it has record of redesign and give its unique appeal to products that have not caught on with the general public.
BEIJING, Nov. 11 (Xinhua) -- Senior leader Zhou Yongkang on Friday urged Chinese judiciary and police officers to "creatively" handle cases in a bid to achieve a balance between law enforcement and social sensitivity.Zhou, secretary of the Communist Party of China Central Commission for Political and Legislative Affairs, made the remarks at a meeting with Zhan Hongli, a veteran female judge of a juvenile court in southern Fujian province.Zhou urged judiciary workers and police to learn from Zhan, who has not received a single complaint of misjudging in nearly 500 criminal cases involving 1,140 juveniles.In her 27 years of work in courts, she cared for the juveniles like a mother and creatively worked out a feasible judgment method for handling cases of young offenders, said Zhou, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.Zhan addressed saving the juveniles with education and persuasion as well as helping them go back to school and reintegrate into society, an approach which had positive benefits and won favorable comments from the young offenders' families and the public, Zhou said.Zhou also urged judiciary and police officers to enhance the quality of law enforcement and case handling by adhering to principles of fairness and transparency, so as to better settle conflicts among the people.
CAPE TOWN, Dec. 15 (Xinhua) -- More people voluntarily get HIV tests in the Western Cape province, an indication of people's rising awareness of the epidemic, authorities said on Thursday.Nearly 11,000 people in the province have been tested over the past 10 days as authorities stepped efforts to halve the number of HIV transmissions over the next few years, according to official figures.Authorities expect more people to be tested when the monthly campaign ends by the end of December.In December last year, 67,111 people were tested.This year's figure is expected to be higher than that of last year, said Western Cape Premier Helen Zille.The campaign, known as Know Your Status and Win, may become a regular feature in the province, said Zille.To encourage more people to take part in the campaign, the province offers awards to several winners by drawing, ranging from 10,000 rand (about 1,250 U. S. dollars) to 50,000 rand (about 6, 250 dollars)."The bottom line is that people respond to incentives," said Zille, who hailed the campaign a success.She said the reality was that those who stubbornly did not want to get tested, were those crucially in need of doing so.While the data still had to be audited, preliminary results indicated a spike in the number of people who were tested.There was also a significant increase at routine testing center that were not part of the campaign, said Zille. Of 22.9 million HIV positive people in sub-Saharan Africa, 5.6 million in South Africa, according to an annual report by UNAIDS.
