SAN DIEGO (CNS) - According to a report released Thursday by the San Diego Association of Governments, drug use reached a 20-year high among men and women arrested and booked into San Diego County detention facilities in 2019.Nearly four in five male arrestees (79%) and 82% of female arrestees tested positive for at least one of the following drugs: marijuana, methamphetamines, opiates, cocaine, and PCP, according to the report by SANDAG's Criminal Justice Research Division.The lowest rates in the past 20 years for arrestees testing positive were in 2009 for men (56%) and 2008 for women (58%).Meth showed up the most in the survey results in 2019, with 66% of women and 55% of men testing positive for the drug. Those rates were also 20-year highs and were up 4% among women compared to 2018. The rate among men remained unchanged from 2018 to 2019.On average, meth-using arrestees in 2019 reported using the drug for about 15 years, using before their 22nd birthday, and using more than 19 days ina row over the last 30 days.The surveys also found that 36% of arrestees tested positive for multiple drugs, 65% reported ever being homeless, and 83% reported being arrested at least one other time in the past. According to the report, when arrestees tested positive for multiple drugs, it was most often meth and marijuana. Of those who tested positive for multiple drugs, 59% were white, 79% had been homeless in the past, and 44% had been diagnosed with a mental illness."While the population of individuals booked into our facilities has changed over time, these statistics are sobering, and indicate the continued need to address underlying risks and the need to stop the revolving door of incarceration," said Cynthia Burke, SANDAG's director of research and program management.Slightly over a quarter of arrestees reported that they thought a drug they had used contained fentanyl, given the effects they experienced. SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago will be sentenced to 50 years to life in state prison early next year following his guilty plea to six rape counts.Christopher VanBuskirk, 47, of Goodyear, pleaded guilty Monday to threatening the victims with a knife while sexually assaulting them on four occasions between August and November of 1995, according to San Diego police.Deputy District Attorney Martin Doyle said Vanbuskirk also pleaded guilty to two knifepoint rapes committed in Riverside County in March 2002 and November 2004, with the Riverside County District Attorney's Office giving San Diego County prosecutors jurisdiction over those two cases.RELATED: Man accused of sexually assaulting six women since 1995 faces 190 yearsVanbuskirk is slated to be sentenced Feb. 20.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach, and once near San Diego Mesa College. SAN DIEGO (CNS) - A short-circuit on a power line near the intersection of Interstate 805 and state Route 905 knocked out electrical service to about 1,600 nearby homes and businesses Tuesday and sparked a small brush fire. The switch malfunction on a utility pole on Hawken Drive in Otay Mesa occurred shortly before 1 p.m., according to San Diego Gas & Electric and the San Diego Fire-Rescue Department. The equipment failure sent melted materials dripping onto the ground, setting grass and other vegetation on fire, SDFRD spokeswoman Monica Munoz said. It took firefighters about 30 minutes to subdue the flames, which blackened about a half-acre of brushy terrain, Munoz said. No structural damage or injuries were reported. Utility crews expected to have power restored to the affected areas, which included pars of Nestor, Otay Mesa and San Ysidro, by early evening, SDG&E spokeswoman Jessica Packard said. 929
