SAN DIEGO (KGTV) -- COVID-19 outreach in the Latino community is getting a boost after San Diego County partnered with promotoras to help with contact tracing. Promotoras, which literally means promoters, are bilingual community health workers. The goal is to lower the high number of COVID-19 cases among Latinos in the county. Latinos and Hispanics make up almost 63% of COVID-19 cases in the county, but Latinos make up only 34% of the population.The promotoras are members of the communities where they will be working. The county announced the partnership at the beginning of August and now the promotoras are out in the community helping with contact tracing. The promotoras will work in underserved communities and Latino neighborhoods. ABC 10News spoke to two promotoras working with South Bay Community Services. They are getting ready to start on September 1st. In total, 17 promotoras with the organization will start on that day. They've all received hours of training and are certified contact tracers. The promotoras will have the task of reaching out to the close contacts of positive COVID-19 cases. The contact is made over the phone or via email and text and the promotoras will ask things about testing and if they're presenting any symptoms. The county's partnership also includes promotoras from San Diego State and will include promotoras that speak other languages like Tagalog and Arabic. 1421

SAN DIEGO (KGTV) - As the temperature rises and more businesses, like movie theaters, are reopening San Diegans and people from neighboring counties are flocking to get a dose of normalcy."We sold out today which is great news for everyone, we sold out today very quickly." General Manager of Theater Box Donnie Eversole said.He said it was wonderful 'being home' back in the theater, "we haven't been in the theater for 90 to 120 days so it's like a new adventure."He said it helps that the week they opened, two blockbusters, Christopher Nolan's Tenet and Bill and Ted Face the Music, are screening.While they're capped at 25% Eversole said you can make sure you claim your seat by reserving online. They are working to add more showtimes while abiding by the new guidelines.Last time San Diego had sweeping reopenings, there was a huge spike in coronavirus cases. Eversole said they are doing everything they cna to prevent another spike, "every cdc guideline is followed to the letter, we do not bend, we do not break. We follow the rules because not only is our business affected, everyone else is and we want to make sure everyone is getting a fair shake and able to recoup some of the summer that's been lost."San Diego is the only lower tier county in Southern California with the ability to have so many re-openings, drawing attention from our neighbors.Supervisor Nathan Fletcher spoke at Wednesday's press conference, urging everyone to do their part to prevent another spike, "One of the most dangerous settings is indoor gatherings, it is house parties, it is people gathering together in an indoor setting and there really is no way for us to enforce that or prevent that other than the public's help and cooperation."He said if there are gatherings and another spike in cases, businesses, like Theater Box, could shut down once again. 1857

SAN DIEGO (KGTV) — As former San Diego State star Kawhi Leonard readies for his Los Angeles Clippers debut Tuesday, another Aztec will also start the season on an active NBA roster.SDSU's Jalen McDaniels was signed to a multi-year contract and placed on the 17-man roster for the Charlotte Hornets Sunday, the team announced. McDaniels left SDSU after his sophomore season last spring and was picked 52nd overall in the 2019 NBA Draft.The 6-10 forward led the Aztecs in rebound average, total steals, and was second in scoring average last season. McDaniels signed with the Hornets on Oct. 10 under an unguaranteed Exhibit 10 contract, before the team converted it to a two-way contract on Saturday — meaning he could go back and forth between Charlotte's G League-affiliate, Greensboro Swarm, and the NBA. McDaniels participated in two preseason games with the Hornets, averaging 1.0 points and 0.5 rebounds in 5.3 minutes per game, according to the team.Sunday, the team bolstered his contract to a three-year, partially guaranteed contract ahead of the season opener. SAN DIEGO (KGTV) -- Dawn Hendon knows a thing or two when it comes to the big day for couples, she was a wedding planner then became an officiant over the past 10 years."It's a happy business, I like to be around people for joyous occasions and weddings are always a happy event so I thought this is a happy thing, and today we need all the joy we can find," Hendon said.Recently, she's added a backyard chapel at her San Marcos home to her list of services. "I even have shoes, accessories, floral head pieces, boutonnieres for guys and tuxedos for men."Love Wedding Chapel is what she calls it and she was able to pull it off thanks to help with a grant from the San Diego Black Chamber of Commerce. At a time she said when people are supporting more black owned businesses amid the fight for racial injustice, "I’m glad people are looking to support black owned businesses. Sometimes we have a lot more challenges, our population isn’t so big in San Diego." And in the middle of a global pandemic, Hendon said, "I’ve lost family members with COVID this year and I thought finding our joy is important so it brings me joy, and I hope to bring joy to others."She said there was no better time than now to create the business of her dreams, "I thought if we could bring a little bit of that dream to them and bring them a nice environment then it’d make their day a little special."She received her Masters in Business Administration last year and said everything she's learned and accomplished has helped make this business happen. SAN DIEGO (KGTV) - By the time polls close Tuesday night at 8 p.m., the San Diego County Registrar of Voters could have already processed more than 1.1 million ballots. Registrar Michael Vu says it's possible the first results of the night, released sometime before 9 pm, could account for up to 70% of the total vote.Those numbers will include more than a million mail-in ballots that the Registrar has already received and processed, as well as any in-person votes cast between Saturday and Monday.But those early numbers may not provide clarity."In our world, nothing is over until the election is certified," says Vu.Certification doesn't happen until December 3. And mail-in ballots can still arrive at the Registrar's office as late as November 20th to be counted, as long as they were postmarked by November 3."There's 196 contests on the ballot," says Vu. "For some it will show really wide gaps. And in others, it will show like it's neck and neck and it will continue all the way through until we certify the election."For races that may be close, like the San Diego Mayor's race, those late arriving ballots could be the difference between winning and losing."When you have such a close race at the local level, 10,000 or 20,000 votes left to be counted could be quite significant," says Evan Crawford, Assistant Professor of Political Science at University of San Diego.Crawford says it's common for local races to have changes after election day, noting that early results aren't official until every ballot is counted."We might have to prepare ourselves to not know on election night," says Crawford.He points to the June Primary election for Mayor, where City Councilman Scott Sherman led Barbara Bry for the second spot in the November election. As more ballots went into the final numbers, Bry overtook Sherman to advance.Thad Kousser, the Political Science Department Chair at UC San Diego, says voters should use patience when looking for a clear winner."Even though the game ends on election night when the polls close, no one can cast a ballot after that, it's going to take a while to tally the points for both sides," Kousser says. "And those results are also going to be misleading because there were really strong partisan differences this year in who wants to cast a ballot through what means."That extends to the Presidential race as well. Kousser says states that process mail-in ballots early, like Florida, could see a large Democratic lead in the first round of numbers released. He says Republicans have traditionally preferred to vote in person.Conversely, Kousser says states like Pennsylvania, where mail-in ballots can't be processed until polls close, may see the opposite.Either way, both Kousser and Crawford say accuracy is the most important focus of election officials."Getting it right is more important than getting it quickly," says Kousser. "And making sure that no one claims a quick victory, when a close margin could be overturned by legitimate votes that have a right to be counted.""We have these local election officials," says Crawford. "They're doing the job. They're doing the work. At a certain point, we just have to remind ourselves of that and have some trust in that." 3236
