EL CAJON, Calif. (KGTV) -- Nearly 1,000 students left without answers after three charter schools forced to shut down. In a lawsuit filed by the Grossmont Union High School District in 2015, a judge ruled against the charter schools in Lemon Grove, El Cajon and Lakeside demanding they shut their doors June 28 for good. The charter students say they’re non-traditional and don’t want to go back into public schools. EL CAJON (CNS) - A resident at an East County independent-living facility was ordered Thursday to stand trial on a murder charge for allegedly killing a fellow resident by beating him in the face and head with a frying pan following an early morning argument.Brad Masaru Payton, 26, faces 26 years to life in state prison if convicted of the murder charge and an allegation of personally using a deadly weapon in the killing of Matthew McCarthy.Police said the violence at the transitional group home in the 1200 block of Naranca Avenue in El Cajon was reported shortly before 5 a.m. last Dec. 20. Patrol officers arrived to find a badly beaten McCarthy in a bedroom at the residence, said El Cajon Police Lt. Payton was arrested without incident.According to Miller, the victim and the defendant knew each other and lived in separate rooms. Doctors say a second wave of mental health devastation brought on by the pandemic is imminent and has the potential to overwhelm parts of the mental healthcare system.“This is going to be a long-haul situation,” said Chuck Ingoglia, president and CEO of The National Council of Behavioral Health, which offers services to 3,400 local mental health organizations around the country. “I’m certainly hearing from our members that they’re feeling a lot of tension right now.”In a survey of more than 5,000 people released by JAMA last week, 40.9 percent reported feeling at least one adverse mental health condition including depression, anxiety, and substance abuse, tripling to quadrupling rates from one year earlier. And remarkably, 10.7 percent reported seriously considering suicide within the last 30 days.“We are concerned that these [symptoms] could get worse,” said Dr. Vail Wright, senior director of healthcare innovation at the American Psychological Association. “We’re anticipating that we’ll continue to see mental health challenges including an increase in diagnostic categories as this continues if people don’t take active steps to manage their stress.”One of those major respites has been the outdoors during the summer months. Disney is allowing guests at Magic Kingdom to wear Halloween costumes for the first time during normal park hours.The park recently announced in a blog post that guests of all ages can wear costumes from Sept. 15 to Oct. 31.In June, the park canceled its annual Mickey's Not-So-Scary Halloween Party because of the coronavirus pandemic.But this year, guests would be able to get into the Halloween spirit with costumes, themed foods, and merchandise, the park said.According to the park's website, costumes cannot contain sharp objects, they must be family-friendly, they can't have weapons, and anyone over the age of 14 cannot wear a mask with their outfit.Guests under the age of 13 can wear a mask, but it cannot cover the entire face, and their eyes must be visible.The park said costumes that "reach or drag on the ground" such as "full-length princess dresses" are not allowed.The park also added that all guests must still wear a face-covering while at the park. 978
