SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. These are umbrella organizations or co-ops of parents that assist with paperwork and help swap curriculums.Parents have until October to file a PSA, so families who are unable to get into a nonclassroom-based charter school may want to see how their traditional district school handles distance learning before going off on their own, Cauzza said. 2608

SAN DIEGO (KGTV) -- Police are investigating after they say four teenagers were beaten, stabbed and robbed near a City Heights elementary school Saturday night.Police say the four teens were in a skate park near Cherokee Point Elementary School on the 3900 block of Landis Street when they were approached by a group of men.According to police, the man tried to start an argument, so then teens ran to a pedestrian bridge where another group of men was waiting for them.Police say the approximately 15 men punched and kicked all four victims and stole their cell phones and wallets.One of the victims was stabbed in the elbow and another was cut on the finger.One of the victims was taken to the hospital for his injuries, police say. SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. Police say the FBI and U.S. Attorney’s Office will also be monitoring the investigation.The three officers who were involved are on paid administrative leave during the investigation, which is standard protocol. 3161

SAN DIEGO (KGTV) - One man is dead after a car hopped onto a sidewalk and ran over him.A vehicle traveling southbound near 3950 Normal St. in Hillcrest veered off the road and onto the sidewalk at about 11 p.m. Friday. In the process, the vehicle ran over a man sleeping on the sidewalk, killing him.Police said the vehicle continued through some bushes and into a parking lot, where it collided with a parked car. The vehicle fled the area traveling eastbound on University Ave.The vehicle was described as a silver Honda Accord. SAN DIEGO (KGTV) — Providing hungry children with food during the school year is a problem many institutions seek out solutions to, but may struggle with during the summer months outside of school.Sweetwater Union High School District is offering free meals to children at two locations from June 10 - 28 as part of their "Seamless Summer" feeding program. Children must be 18-years-old and younger to qualify for the free meal.No registration is needed and the meals are absolutely free, according to the school district.Children can receive the free meals at Montgomery High School (3250 Palm Ave., San Diego) or Sweetwater Union High School (2900 Highlands Ave., National City) Monday through Friday from 11:15 a.m. to 11:45 a.m. 740
