SAN DIEGO (KGTV) -- The San Diego County Sheriff's Department has released the number of inmates it transferred to Immigration and Customs Enforcement custody in 2019. In a meeting that lasted nearly four hours on Tuesday, the department announced it transferred 271 people to ICE for offenses like assault, battery, and sexual abuse exploitation. The information was released during the virtual Truth Act Forum, a forum required by law, for any local law enforcement agency that chooses to transfer people to ICE. After the department's presentation, there were hours of public comment criticizing the practice. There was also a presentation from the San Diego Immigrant Rights Consortium. "We want to end all transfers, regardless of whether they were allowed under the law or not," said Lilian Serrano, the chair of the consortium. Critics also argue that Sheriff Bill Gore has found a loophole by posting lists of "Inmates Pending Release"; critics are calling for that practice to stop. "What we’re seeing is ICE picking people up in the parking lots -- this is a practice we’re seeing throughout our county," said Serrano. After listening to hours of public comment, Gore addressed the community's concerns, saying he wants to form a working group to look at some of the issues brought up during public comment. “I think we can come to an accommodation when it comes to the inmate pending release report. I think we can make changes there, significant changes there,” said Gore. The sheriff said he's following the Values Act, only transferring those with a qualifying conviction or judicial warrant, with ICE only allowed contact with inmates if they agree to be interviewed. SAN DIEGO (KGTV) — There are currently 34 active COVID-19 outbreaks at skilled nursing facilities (SNFs) across San Diego County.Dr. Wilma Wooten, the county’s public health officer, said from March 25 to Aug. 18, there were hundreds of cases reported at SNFs.“We have 86 skilled nursing facilities throughout the County of San Diego. In total, there have been 788 residents, and 515 staff members with laboratory-confirmed COVID-19 and this includes 153 deaths,” she said Wednesday.It’s a trend across the country, and as the nation deals with the pandemic, SNFs are reporting financial hardships.A recent survey by the American Health Care Association and the National Center for Assisted Living of 463 nursing home providers across the nation revealed that many say they’re facing a financial crisis.More than 55% reported operating at a loss, while 72% said they won’t be able to sustain operations for another year at the current pace.The report shows that most of the financial troubles were linked to the increase in costs due to COVID-19, including additional staffing, more personal protective equipment (PPE), and testing.“It could have and should have been avoided by simply adequately staffing and having appropriate PPE,” said Mike Dark, an attorney with California Advocates for Nursing Home Reform.For decades, the nonprofit based in San Francisco has fought for rights and better conditions for long-term care residents and their families in California.“At the beginning of this pandemic, nursing homes across the country had such terrible staffing and such thin PPE simply because money wasn’t being spent where it should have been,” said Dark. “It’s really up to the regulators to understand all the different sources of profit for nursing home owners and to make sure that when they hear that there’s just not enough money to pay for staffing or PPE, they really understand where those taxpayer health subsidy dollars are going.”He said the issues have been going on long before the pandemic. To avoid a disastrous situation in the future, Dark says changes need to be made at SNFs across the country immediately.“What nursing homes need to do, is staff up, train their staff, and make sure staff are adequately paid. SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow. SAN DIEGO (KGTV) -- Threats from President Donald Trump to move forward with ICE raids aren't stopping a Barrio Logan organization from patrolling the streets and alerting the community when agents are in their neighborhoods. Union Del Barrio is a 38-year-old organization. In the last year, they started the community patrols to warn neighbors of their rights, if ICE shows up at their door. Benjamin Prado is a member of Union Del Barrio. He says volunteers patrol in Logan Heights, Barrio Logan, Shelltown, City Heights and Linda Vista. Prado says they never interfere with the ICE agents doing their job, only document what they see. The organization is also training volunteers in other cities, including Los Angeles. Prado says they feel ICE shouldn't exist at all and that these patrols are to challenge the administration, trying to stop them from terrorizing and separating their families with deportations. On Saturday, Trump said the administration would move forward with ICE raids "fairly soon". Late Sunday afternoon, the president also tweeted in response to a New York Times article saying in part "people should not be entering the country illegally" while also praising the work of Border Patrol and others in law enforcement. Trump also insisted the wall is being built. So far, no word from the administration as to when the deportations will start. 1378
