BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period.     Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style.     From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. BEIJING, Oct. 30 (Xinhua) -- China on Friday voiced its strong dissatisfaction and firm opposition to an EU statement which denounced the execution of two Tibetans convicted of murder in last year's Lhasa riot.     The Swedish EU presidency released a statement Thursday, denouncing the recent death penalty handed down to two Tibetans involved in the Lhasa riot and asking China to abolish the capital sentences.     "We are strongly dissatisfied with and firmly oppose the EU statement," Chinese Foreign Ministry spokesman Ma Zhaoxu said in a news release.     The Lhasa violence involving beating, smashing, looting and burning in 2008 was a sabotage activity "premeditated, organized and masterminded" by the ** Lama group, who instigated Tibetan separatists in and out of China to fuel up the incident, Ma said.     China's legal institutions have carried out fair and open trials and brought only the culprits of the criminal activities to justice, he said. "This was China's internal affair and judicial sovereignty which allows no other country to interfere with."     China asks the EU to abide by the principles of equality and mutual respect and not to send any misleading signals to Tibetan separatists, so as to ensure sound and stable development of EU-China relations, Ma said.

PARIS, Oct. 21 (Xinhua) -- French Prime Minister Francois Fillon Tuesday met with visiting Chinese State Councillor Dai Bingguo on bilateral ties at the Matignon Palace in Paris.     French President Nicolas Sarkozy and his Chinese counterpart Hu Jintao had reached consensus on the development of the comprehensive strategic partnership between the two nations during their meeting in New York last month, which charted the orientation for further development of their bilateral ties, Fillon said.     France would make joint efforts with China to implement the consensus reached by the two leaders, deepen the strategic cooperation and boost cooperation in fields of nuclear power, aviation, environmental protection, new energy and small and medium-sized enterprises, Fillon said.     For his part, Dai said China-France relations had developed smoothly on the whole since the two nations forged diplomatic ties45 years ago.     China has treasured its ties with France and is ready to work with France to ensure that bilateral ties will further develop on the right direction, he said.     He urged the two countries to handle their bilateral ties from a strategic and long-term perspective, work hard to create and maintain a favorable atmosphere and environment for the development of China-France relations, and ensure the steady and sound development of their bilateral ties on the right track, he said.     Dai left Beijing last Friday to visit Britain and France at the invitation of the two governments. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that China and the United States will start preparations as soon as possible for the second round of the China-U.S. Strategic and Economic Dialogue (S&ED) scheduled for next summer in Beijing.     China and the United States will continue implementing the agreements reached at the first round of the dialogue last July in Washington, Hu said in remarks to reporters after talks with visiting U.S. President Barack Obama.     The two leaders spoke positively during the talks of the importance of the strategic and economic dialogue mechanism in strengthening mutual trust and cooperation between the two nations, he said.     Both leaders believed that close high-level contacts and other dialogues and consultations at various levels are essential to the development of bilateral relations, said the Chinese president.     The two sides agreed to keep close communication through visits, phone calls, letters and meetings during multilateral events, Hu said.
