MOSCOW, March 19 (Xinhua) -- Chinese and Russian officials and experts have expressed optimism on further expansion of Sino-Russian ties on the eve of a visit here by Chinese Vice-President Xi Jinping.A Chinese Foreign Ministry spokesman said Thursday that Xi’s visit to Russia would further promote bilateral cooperation.Xi was invited by Russian Prime Minister Vladimir Putin to attend the inauguration of the Year of Chinese Language, and the opening ceremony of the second round of dialogue between the Chinese and Russian ruling parties, Qin Gang said."The Year of Chinese Language will promote mutual understanding and friendship between the Chinese and Russian people, which would also enhance the two countries' cultural cooperation," he said.At a press conference for the upcoming Year of Chinese Language held here on Wednesday, Li Hui, Chinese ambassador to Russia, said the language year would be conducive to nurturing language talents and deepening the bilateral relationship."I hope that, through the Year of Chinese Language, Russian people, particularly the young people, will understand Chinese society and traditional culture,” he said.China held the Year of Russian Language in 2009 and, with this year's reciprocation in Russia, is an effort to further consolidate the bilateral strategic partnership of cooperation.Li said previously the Year of Chinese Language, with its many events, would write a new page in China-Russia ties and elevate bilateral relations to a new high.In a recent interview with Xinhua, Alexander Lukin, director of the Center for East Asia and Shanghai Cooperation Organization Studies at Moscow State University for International Relations, said Russia-China ties, which have been developing smoothly, are at their best in history.The current ties between Russia and China are entirely equal and are based on practical interests, Lukin said."The two countries have almost no contradictions. BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

SHARM EL-SHEIKH, Feb. 14 (Xinhua) -- A senior Syrian official underlined on Sunday the importance of cooperation with China, especially in the fields of agriculture and food security.Talking to Xinhua on the sidelines of a joint Afro-Arab ministerial meeting, Nabi Rasheed, an aide to the Syrian minister of agriculture, said his country pays much attention to cooperation with China on agriculture and food security and looks forward to more joint projects in this regard."Syria and China cooperate with each other in the long term through the exchange of delegations and training programs. A high- level Chinese delegation led by the agriculture minister has visited us recently, when we discussed opportunities and means to boost agricultural cooperation. Syria will also take part in the 2010 Shanghai EXPO," the Syrian official said.Rasheed who headed his country's delegation to the Joint Afro- Arab Ministerial Meeting on Agricultural Development and Food Security which kicked off on Sunday in the Egyptian resort of Sharm el-Sheikh, said the current meeting has attached greater importance due to the drought which haunts many Arab and African countries and the global financial crisis.The recent food crisis caused the prices of many food stuff to ratchet up and the global financial crisis forced many countries to cut funds allocated to agricultural development, said the official."I hope the meeting will lay a concrete foundation stone for cooperation between Arab and African states at this vital stage," he said.The Syrian official added that the meetings aim to establish a common Arab-African strategy on agriculture and food security, pointing out that there is a plan to set up a follow-up, steering and coordination body along with a special fund to support the implementation of decisions to be sanctioned by the ministers.Rasheed added that his country has already taken tangible steps on food security, "Syria has successfully made food security years ago thanks to governmental policies and its support for the agricultural sector.""We have achieved this goal," he said, yet adding his country still faces challenges due to the recent drought which is the worst in 50 years.

BEIJING, Jan. 28 (Xinhua) -- The Chinese government has decided to cut the number of local government liaison offices in Beijing and strengthen supervision to cut cost and root up corruption, a senior official from the Government Offices Administration of the State Council said Thursday.Counties, local government departments, and development zones were ordered to close liaison offices in the capital within six months, the unnamed official quoted a circular issued by the State Council's General Office on Jan. 19 as saying.As of 2006, Beijing has 50 liaison offices representing China's provinces and special economic zones, 295 representing major cities, 146 representing local government departments and 436 representing counties, figures from the administration showed.Liaison offices of provinces, municipalities and autonomous regions and special economic zones could retain their offices in Beijing, while established city-level liaison offices could be kept only after being approved by provincial governments, according to the circular.The official warned local government to guard against loss of state assets when liaison offices were closed saying the assets should be dealt with according to relevant regulations.Liaison offices usually have assets that include apartments, guest houses and hotels, and restaurants.The circular also clarified major functions of retained liaison offices, which should offer "high-quality, frugal and efficient" service for the economic and social development of their localities.The liaison offices should shoulder tasks entrusted by their localities' Communist Party of China (CPC) committees and government, as well as by the central Party and government organs, the official said.They should also cooperate with the Beijing municipal government in maintaining the capital's stability, offer service for institutions and people from their localities, and help to administer and provide training and service for migrant CPC members from their localities who came to work in Beijing, the official said.To enhance supervision and fight corruption, local government should conduct audit on its liaison office each year, and the Government Offices Administration is empowered to conduct spot-check on local government's audit results when necessary, according to the circular.The official said members of the retained liaison offices should be strict with themselves, shun from extravagant receptions and strictly control expenses.The official said "local government liaison offices s played positive role in coordinating work among regions, handling some emergency incidents, and maintaining the capital's stability."However, lax supervision, a swelling number, shoddy quality, vague definition of their functions were problems plaguing these offices, the official said.Some local government liaison officials were even implicated in serious corruption cases and resulted in serious negative social impact, he said.The measures outlined in the circular could "enhance the building of a clean government, building up a good image of the CPC and the government, cutting administrative cost and expenses, and pushing forward the transformation of the liaison offices' functions," the official said.
