President George W. Bush gave a tearful eulogy to his father, President George H.W. Bush, Wednesday at a state funeral for the 41st president of the United States.The younger Bush choked up as he quoted his father's inaugural address from 1989."In his inaugural address, the 41st President of the United States said this: 'We cannot hope to only leave our children a bigger car, a bigger bank account,'" Bush said. "'We must hope to give them a sense of what it means to be a loyal friend, a loving parent. A citizen who leaves who home, his neighborhood and his town a better place than when he found it. What do we want the men and women who work with us to say when we are no longer there? President Donald Trump, House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell honored the late evangelist Billy Graham while he lies in honor at the US Capitol Wednesday.Graham, an evangelical minister and spiritual confidant to American presidents, died at the age of 99 last week."The man had such a gift with connecting with people," Ryan said in his remarks honoring the late Reverend. "When listening to Reverend Graham, it was like he was right there next to you."He continued: "Here lies America's pastor."  540

President Donald Trump will meet Tuesday with the House and Senate Democratic leaders, Nancy Pelosi and Chuck Schumer, in order to find a way to avert a partial government shutdown on December 21, when funding for the Department of Homeland Security and other agencies expires.The central debate — how to secure the US southern border — has been stewing for months. Trump wants to build a wall; Democrats don't.Schumer has urged Trump to either accept the Senate's bipartisan agreement to spend .6 billion to boost border security measures, or agree to a one-year spending resolution that would keep those funded at the current level of around .3 billion. Schumer said last week that money can be used for fencing and other features, rather than "to construct any part of President Trump's 30-foot-tall concrete border wall."Trump and Republicans in Congress, meanwhile, have pushed for billion for the wall.In an interview on Fox Sunday, Sen. Lindsey Graham, Republican of South Carolina, said, the migrant caravan moving towards the US-Mexico border is a "game-changer" and urged the President to "dig in and not give in on additional wall funding."Schumer and Pelosi released a joint statement the night before their meeting with Trump, coming out strongly against Trump's wall proposal and arguing Republicans will feel the blame of a shutdown."Republicans still control the House, the Senate, and the White House, and they have the power to keep government open," Pelosi and Schumer stated. "Our country cannot afford a Trump Shutdown, especially at this time of economic uncertainty. This holiday season, the President knows full well that his wall proposal does not have the votes to pass the House and Senate, and should not be an obstacle to a bipartisan agreement."The easiest solution for Congress to avoid a shutdown and get out of Washington before the Christmas holiday could be to avoid the issue altogether, and pass a short-term resolution to extend the rest of the federal government's spending into next year, when Democrats take over the House. But Sen. John Cornyn, the Republican Whip, said Monday he didn't expect Trump to agree to that."That really just postpones the pain, it doesn't really solve the problem," said Cornyn, explaining that Trump still wouldn't then get the wall funding he wants.Other members of Republican leadership expressed doubt about the productivity of Trump's scheduled meeting Tuesday."Oh, it could be really important," said Sen. Roy Blunt of Missouri. "It's likely not to be very important."Despite Republican control of the House and Senate, Trump has little leverage to force Congress into appropriating money for the border wall. While "Build the Wall!" was perhaps Trump's most indelible campaign promise, Republicans in Congress are broadly less enamored than he is with the prospect of building it and Democrats still control enough seats in the Senate to block it.For months, Trump's frustration at Congress' response to his demand has spilled out into public. From July through September, Trump repeatedly said he'd be willing to shutdown the government over the wall, backtracked and then reiterated he would do it because he views it as a political boost. Few on Capitol Hill agree that Republicans would politically benefit should parts of the government shut down.Democratic leaders and the President appear to be far apart on the issue even though warning signs of the spending showdown have been flashing for so long.Last week, Pelosi called the proposed wall "immoral, ineffective and expensive," while Trump claimed that the country would save billions of dollars if Congress would pass a bill to build it."Either way, people will NOT be allowed into our Country illegally," Trump tweeted. Progressives, states and civil rights advocates are preparing a flurry of legal challenges to the Trump administration's decision to add a question about citizenship to the next census, saying the move will penalize immigrants and threaten civil rights.The late Monday move from the Commerce Department, which it said came in response a request by the Justice Department, would restore a question about citizenship that has not appeared on the census since the 1950s. The administration said the data was necessary to enforce the 1965 Voting Rights Act.The state of California immediately challenged the plan in federal court.California Attorney General Xavier Becerra and Secretary of State Alex Padilla trashed the move as anti-immigrant."The citizenship question is the latest attempt by President Trump to stoke the fires of anti-immigrant hostility," Padilla said in a statement. "Now, in one fell swoop, the US Commerce Department has ignored its own protocols and years of preparation in a concerted effort to suppress a fair and accurate census count from our diverse communities. The administration's claim that it is simply seeking to protect voting rights is not only laughable, but contemptible."Former Obama administration Attorney General Eric Holder also blasted the move and said his organization, which focuses on voting enfranchisement and redistricting, would also pursue litigation against what he called an "irresponsible decision."Holder said contrary to the rationale presented by the Justice Department, he and other modern-era attorneys general were "perfectly" able to handle those legal matters without such a question on the Census."The addition of a citizenship question to the census questionnaire is a direct attack on our representative democracy," Holder said in a statement. "Make no mistake -- this decision is motivated purely by politics. In deciding to add this question without even testing its effects, the administration is departing from decades of census policy and ignoring the warnings of census experts."Critics of the move say that including such a question on a government survey will scare non-citizens and vulnerable immigrant communities into under-reporting. By undercounting these populations, they argue, there will be a major impact that follows on voting and federal funds.Because the once-a-decade census is used to determine congressional and political districts and to dole out federal resources, an undercount in heavily immigrant areas could substantially impact certain states and major cities and potentially their representation at the federal level.The question has not been on the full census since the 1950s, but does appear on the yearly American Community Survey administered by the Census Bureau to give a fuller picture of life in America and the population.The Commerce Department said the decision came after a "thorough review" of the request from the Justice Department. The priority, Commerce said, was "obtaining complete and accurate data.""Having citizenship data at the census block level will permit more effective enforcement of the VRA, and Secretary Ross determined that obtaining complete and accurate information to meet this legitimate government purpose outweighed the limited potential adverse impacts," the statement said.Becerra and his state have been central to virtually every legal challenge of the Trump administration on issues ranging from immigration, to the environment, to health care. The Justice Department has also sued California over its so-called sanctuary policies to protect immigrants.More challenges could soon follow.Wendy Weiser, director of the Brennan Center's Democracy Program, a nonprofit that works on issues of justice and civil rights, said the question had no place in the Census."Our Constitution requires a complete and accurate count of everyone living in the country, no matter her or his citizenship status. The administration's decision to add a citizenship question is at best a dramatic misstep, and at worst a politically-motivated move that will undermine a fair and accurate census," Weiser said. "This question is a dangerous move that could lead to a serious skewing of the final census results, which would have a deleterious effect on our system of representative democracy.
