CLEVELAND — As we’ve seen throughout this pandemic, people on both sides of the mask debate are passionate about where they stand.“It’s very sad that this has become a political issue,” said Sharona Hoffman, a professor of Law and Bioethics at Case Western Reserve University. On Wednesday night, an order from Governor Mike DeWine will take effect, requiring masks in public settings in parts of Ohio, including Ohio's three largest cities of Cleveland, Columbus and Cincinnati. Ohio, unlike a number of other states, does not have a statewide mandate on wearing masks. The move sparked increased chatter around the claim that these mandates infringe on the rights of Americans.“This shouldn’t be about people’s liberties,” said Hoffman.Government mandates are nothing new.“We have to pay taxes, we have to abide by the speed limit,” said Hoffman.During this pandemic, regulations requiring masks are no different and totally appropriate, according to Hoffman.“This type of regulation is legal, constitutional and very, very sensible,” said Hoffman. One of the main responsibilities of elected officials is to ensure the health and safety of those they serve.“It wouldn’t make sense to even have a government if their hands were tied and they couldn’t take these measures,” said Hoffman.Hoffman said people should be willing to mask-up on their own and not be told to do so.“This should be something that people are very willing to do not only to protect themselves but also to protect other people,” said Hoffman. Others expressed concerns about having to wear a mask out in their yard or walking from their car into a store.“You do have to wear it outside if you cannot consistently stay 6-feet away from other people,” said Hoffman. 1742

CORONADO (KGTV) -- A man was taken into custody Wednesday on suspicion of sexually assaulting a woman on a boat anchored in San Diego Bay, Harbor Police announced.Pablo Alvarez, 38, was booked on five felony counts related to sexual assault by force, according to jail records. The alleged assault happened in the waters off Coronado's Tidelands Park in what's known as the A-4 anchorage, a place where several dozen boats are anchored just north of the Coronado Bridge. There is no dock, so boaters must use a dinghy or a kayak to access the larger vessels in the anchorage.Early Wednesday morning, the victim fled a sailboat in the anchorage using a kayak, but the kayak capsized in the darkness, forcing the woman to swim the rest of the way to shore, said Harbor Police Lt. Victor Banuelos. The woman managed to call the police just before 4:45 a.m.Alvarez and the woman were the only people on board the sailboat at the time, according to Banuelos. The nature of their relationship is under investigation.Alvarez is scheduled to appear in court Friday.Harbor Police asked anyone with information to call detectives at 619-686-8132. 1141

CORONADO, Calif. (KGTV) - Three Coronado restaurants were closed for cleaning on Tuesday after employees tested positive for the coronavirus. One of the restaurants, The Henry, is facing backlash over accusations that it was not transparent with its patrons. On Facebook, The Henry posted the following message on Monday night.“Coronado neighbors,We apologize for not being more transparent with you about our first COVID positive case last week. Even though we messed up our communication, please know that we took all the right actions to make sure our guests, our employees and our restaurant space were as safe as possible before we re-opened.We went through our entire protocol for a COVID exposure the night after we became aware one of our employees was COVID positive. This includes third-party sanitation of the restaurant, contacting all employees before they returned to work to make sure we knew who had CDC defined exposure to the COVID employee and making sure all employees had access to testing at our cost, regardless of exposure. We got lucky that we were able to get this done so quickly. That has not always been the case. In another restaurant out-of-state, we had to close a restaurant for nearly a week as we waited for the sanitation company and sufficient staff to safely reopen. No one in our industry is happy about the fact we are all getting more experienced and better at responding to COVID exposures. Some of you have asked us why we did not notify the San Diego Health Department about the COVID positive employee. We know the employee's health care provider has notified the Health Department and that we, as employers, are not required to do so. But because of your question today and after calling the San Diego Health Department who encouraged voluntary notification, the Henry is committing to do so. With all of this in mind, this evening we notified the Health Department that we received information about a second COVID positive employee. The employee in this second case was last in the restaurant on Thursday, July 2. We are closing the restaurant early this evening and will be proceeding with sanitation and employee contacts. This time, we do not expect to be able to complete all of these procedures before our regular opening tomorrow. The Henry will be closed until we can go through our protocols, all of which mirror the San Diego Health Department's and CDC guidance. These are challenging times. We are learning how to do this better each day. Thank you for making us better. We hope to regain your trust and serve you again soon.”There are now hundreds of comments from members of the public. Many of the comments express concern that The Henry waited until after the 4th of July holiday weekend to make notification.Nearby McP’s Irish Pub and Hide Tide Bottle Shop and Kitchen were also temporarily closed for cleaning because of virus cases. On Tuesday, McP’s Irish Pub posted the following.“Good morning, For the health, safety and well-being of our valued customers, staff and community, McP’s Irish Pub will be closed beginning today to conduct a deep sanitization cleaning. This is being done per San Diego Co. Health Dept guidelines as one of our team members has tested positive for Covid19.PLEASE!PLEASE!PLEASE! be safe out there and follow what is recommended, let's all be part of the solution!See you all soon!!!”On Monday, Hide Tide Bottle Shop and Kitchen posted the following.“We will be closing today at 4:30 pm. Unfortunately, one of our staff tested positive for COVID-19. We are following the health department protocol and will be closed for a minimum of 48 hours for deep cleaning and time for all our staff to be tested. We will keep you posted. Please follow the rules! It's important! We care about you!”On Tuesday, ABC10 News asked San Diego County about whether restaurants are required to notify the public about employee cases. A spokesperson for the County wrote, "We leave it to the business, ANY business, to notify their customers. If we believe there is a risk to the public beyond that which would require further notification, we would notify the public."The County reports that medical providers are required to notify County health officials about employees who’ve tested positive. When ABC10News asked about whether restaurant employers are required to do the same, the County referred us to the state’s website which reports in part that employers should prepare to notify their local health department if there’s an outbreak or lab confirmed cases in the workplace. On Tuesday, ABC10 News asked The Henry for an interview. A spokesperson for the restaurant group said they were too busy to do an interview. ABC10 News’ calls to Hide Tide Bottle Shop and Kitchen went unanswered. ABC10 News left a message for McP’s Irish Pub and are waiting for a response. 4853

CLEVELAND — Student loans. Those two words cause a lot of stress, anxiety, even depression in so many Americans out there.Like Denise Ferguson.“Oh, my student loans are going to outlast me!” Ferguson said.Like 41 million other Americans, Denise is drowning in student loan debt — 0,000 in her case.“It’s funny because I’m an attorney and a lot of people assume that we attorneys are rich and wealthy,” she said.Well, rest assured, Denise is not one of those types of attorneys. She works with abused and neglected children in the foster care system.“We’re the only alleged first-world country that has all these issues with student loans and people being put into debt in order to do something good,” she said.Denise went to a state school in Pennsylvania for college, the University of Akron for law school.Fifteen years later, the amount of student loan debt she has barely has a dent in it.“If I win the lotto, it’ll get paid off. If I don’t win the lotto, there’s no hope that that’s ever going away,” Denise said. “My house only cost ,000 if that puts anything in perspective.”The average student loan debt for graduates is about ,000. It's the second-highest consumer debt category in the U.S., coming in only after mortgage debt.Since the federal CARES Act went into effect, more than 40 million federal student loan borrowers have had their payments paused and interest rates set to 0%.While that is set to expire on Jan. 31 now, it’s not clear what the incoming Biden administration will do.There are pushes and proposals to wipe out student loan debt — anywhere from ,000 to ,000.But nothing is clear, nothing is done, and experts say, do not rely on what could be.“Do not wait until January to expect any executive orders, there’s just so much uncertainty going on right now,” said Dr. Lakshmi Balasubramanyan, a banking and finance professor at Case Western Reserve University. She said it is crucial to have a plan in place before payments start back up again.Contact your loan servicer and talk through your individual situation. If you’ve lost or changed your job during the pandemic, switch to an income-based repayment plan, or discuss hardship options.“If you plan for the worst-case scenario, the best-case scenario is where there’s some loan forgiveness — then that would be a pleasant surprise but right now, you should plan to pay it off because you don’t want to go into default status,” Balasubramanyan said. She also advises heading to studentaid.gov to see if you possibly qualify for any loan forgiveness programs.Jeremy DiTullio, of the Cleveland Financial Group, says the worst thing borrowers can do is wait and hope for relief that may not come.“I would plan for starting to make your payments. Worst case scenario is that there is some forgiveness or some relief and now you have choices,” DiTullio said. He also suggests borrowers "earn differently" during the pandemic if they have to, to avoid defaulting. "So earning differently may mean accepting a job that isn’t exactly in your field of choice, it might mean working part-time on the weekends," DiTullio said. But keep in mind, if you have kept your job during this time, and you have the means — the payments you make on your student loans right now are going directly to your principal. To be clear, the relief and the extension only applies to borrowers with federal loans. There has yet to be standardized relief for private loan holders unless their specific lender made hardship adjustments. This story was first reported by Homa Bash at WEWS in Cleveland, Ohio. 3572

Costco has updated its COVID-19 face mask policy. The wholesale club said beginning Monday, everyone, excluding children under the age of 2, must wear a face mask or face shield, even those with medical conditions."Members and guests must wear a face mask that covers their mouth and nose at all times. Individuals who are unable to wear a face mask due to a medical condition must wear a face shield. Children under the age of 2 are exempt. Entry to Costco will be granted only to those wearing a face mask or face shield," Costco stated on its Updates and Coronavirus Response page. The original policy, which went into effect in May, didn't require those with a medical condition to wear a mask.In a letter to members, President and CEO Craig Jelinek said that although some might see the updated policy may be inconvenient, its shoppers' safety is worth the inconvenience."Our goal is to continue to provide a safe shopping environment for our members and guests, and to provide a safe work environment for our employees," Jelinek said in the letter.Costco added that for those who cannot wear a mask or shield, delivery options are available on its website. 1168
