SAN DIEGO (KGTV) -- A San Diego family is hoping to make their way home from Mexico on Thursday after having to ride out Hurricane Delta at the hotel where they were staying. Victor Lopez is a local restaurant owner of El Pollo Grill. Lopez's family traveled to Playa Del Carmen, Mexico last week. As Hurricane Delta was approaching, they booked a flight to leave the region, but their flight was canceled as they were heading to the airport. As the hurricane was approaching, the family was moved to a hotel ballroom where they spent the night as the hurricane passed. Lopez says there were no windows in the ballroom so they could only hear the heavy rain and strong winds. Lopez admits that the ballroom was crowded and there was some concern of COVID-19, but he said the hotel staff was disinfecting constantly and everyone was wearing masks. The hurricane did little damage to the resort in Playa Del Carmen, but just 45 minutes away in Cancun's hotel zone, debris and palm fronds were scattered all over the streets. Lopez and his family are hoping to return to San Diego on Thursday afternoon. Hurricane Delta is expected to make landfall in Louisiana on Friday afternoon. 1188

SAN DIEGO (KGTV) -- A man was killed after crashing into a parked truck on Interstate 5 in East Village near Petco Park Monday afternoon. The crash happened shortly after 1 p.m. on southbound Interstate 5 at Imperial Avenue, according to California Highway Patrol. CHP says the 21-year-old victim from Calexico was reportedly traveling at a high rate of speed when he crashed his 2015 Nissan sedan into a parked cargo truck. CHP says the victim, who hasn't yet been identified, died at the scene. SAN DIEGO (KGTV) – A new program vows to help buy houses for teachers who are working on making it in San Diego.“It's not huge to a lot of people, but it's more space than we've ever had,” says Amy Noble as she takes us on a tour of the new house that she and her husband, Eric, bought in South Orange County. They’re high school educators and got married years ago, but home ownership seemed impossible for them. “The rent for apartments was so much that we really didn't have a good opportunity to save,” says Amy.RELATED: Making it in San Diego: Key saving steps helped renter buy her first home“We're the only private company right now that's focusing exclusively on educators,” says Nikki Lowy with Landed.Lowy says the company has already helped about 200 educators buy homes in expensive cities like Denver, Los Angeles and Seattle. Now, the company is making its way into San Diego.“[Teachers] are so important to the safety and well being and health of our communities and yet a lot of them don't see a future in the communities,” Lowy adds.Landed reportedly gives educators half the down payment for the house. In exchange, educators share 25 percent of the investment gain or loss with Landed. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

  

SAN DIEGO (KGTV) -- A homeless man walking through a church parking lot was viciously mauled by two stray pit bulls early Wednesday morning.The victim was discovered by a passerby at around 1 a.m. outside the New Creation Church located at 3115 Altadena Ave. in the Chollas Creek neighborhood, according to San Diego police.The unidentified victim told 10News that he was walking through the parking lot when he was suddenly attacked by two pit bulls.He says the pit bulls repeatedly bit him in the face, head, and entire body until the dog owner pulled them off. The owner of the dogs did not stay with the victim or check on his status, the victim told 10News.The dogs whereabouts are unknown.Police found a dog harness at the scene and have turned the investigation over to county animal control.The victim was transported to an area hospital with multiple lacerations. His condition is unknown at this time.Police are searching the neighborhood for the owner of the two pit bulls. No description of the dogs or the owner have been issued at this time. 1066
