SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) - National Voter Registration Day is a reminder to sign up to vote in the next election, a deadline many Americans miss. Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court. SAN DIEGO (KGTV) -- Police are searching for a driver who reportedly hit two people crossing the street in East Village before running away. According to San Diego Police, the incident happened on the 300 block of 14th Street around 12:20 a.m. Sunday. Police say a 24-year-old woman and a 22-year-old man were crossing 14th street in an unmarked crosswalk when the driver of a Ford Mustang attempted to make a U-turn, lost control and hit the pair. The crash left the woman pinned against the wall with a fractured hip and the man with abrasions, according to police. The driver ran away from the scene on foot and has yet to be located, police say. 658

SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs. SAN DIEGO (KGTV) — Nine people were taken into custody Friday after border officials say a panga-style boat was stopped off the coast of Carlsbad.The boat was spotted at about 10:20 p.m. on Thursday by San Diego Air and Marine Branch crews. Officials say the crews used blue lights, sirens, and a spotlight to try and stop the boat, but it would not stop.Crews then used disabling rounds on the boat's engine, bringing the vessel to a stop about 12 miles west of Carlsbad.The nine people on the boat were taken into custody onshore by Border Patrol agents. 564
