VLADIVOSTOK, Russia, March 20 (Xinhua) -- China and Russia pledged here Saturday to further interregional cooperation with each other and signed a series of cooperation deals.Governor of Russia's Primorsky Territory Sergey Mikhaylovich Darkin and visiting Chinese Vice-President Xi Jinping met here and exchanged views on the development of bilateral ties and cooperation between neighboring regions of the two countries. Chinese Vice President Xi Jinping (R, front) shakes hands with Sergei Darkin, governor of Russia's Primorsky region, in Vladivostok, Russia, March 20, 2010Xi told Darkin making the Primorsky Territory the first leg of his Russian tour was to boost the interregional cooperation between China and Russia to a wider and deeper level, as agreed by leaders of both sides.Conditions were already mature for the development of interregional cooperation between the two countries, Xi said. Chinese Vice President Xi Jinping (3rd R, front) meets with Sergei Darkin (3rd L, front), governor of Russia's Primorsky region in Vladivostok, Russia, March 20, 2010While the settlement of border issues and the approval of a cooperation plan outline had laid a political and legal basis for cooperation, the strong will of working hand in hand by the government and enterprises on both sides was also making it possible, the Chinese leader said.Xi said, as both economies were developing quickly, he hoped China and Russia could seize the opportunity to obtain early achievements through interregional cooperation, and to realize the upgrading of the strategy for such cooperation to bring benefits to people living in the bordering areas.Darkin said the Primorsky Territory, as China's closest neighbour, had achieved in recent years closer trade and economic ties with China's northeast border region.The governor said Chinese companies were welcome to invest in the Primorsky Territory and to see it as a bridge for their products to reach Europe.He also expected both sides to further cooperation in such areas as agriculture, energy, finance and service industries.Later in the day, China and Russia signed 15 cooperation documents totalling 1.6 billion U.S. dollars covering economic, technological, energy and infrastructure cooperation.The agreements were signed after Xi held a meeting on strengthening China-Russia interregional cooperation, known as the symposium on China-Russia Ussuriysk economic and trade cooperation area.At the meeting, Xi heard reports given by top leaders from the Chinese Ministry of Commerce, China's Heilongjiang Province and Wenzhou City and Chinese enterprises.Xi said Russia's Far East area and China's northern frontier provinces were important trading partners and should enhance bilateral cooperation.This would not only promote economic and social development and improve the livelihoods of people in the neighboring regions, but also inject powerful energy into the development of the bilateral strategic cooperative partnership between the two countries, he said.Xi arrived in Vladivostok on Saturday for a five-day official visit to Russia. He will later travel to Belarus, Finland and Sweden.

BEIJING, March 24 (Xinhua) -- China's State Council, the Cabinet, said Wednesday the country would step up efforts to encourage investment from the private sector.The government would encourage private investment in sectors currently mainly state controlled such as infrastructure for transport, telecommunications and energy, public utility, scientistic and technological programs for national defense, and the building of affordable housing, according to a statement released after the Cabinet's executive meeting Wednesday chaired by Premier Wen Jiabao.The State Council called for private firms, which played an important role in creating jobs, to strengthen independent innovation and roll out more new products, according to the statement.The government would also help some private enterprises set up technology research centers.Private companies were welcome to participate in the reform of state firms by purchasing a stake in them, it said.The government said it would create a good environment for private investment by setting up a sound administrative service system and amend unfavorable laws and regulations.In an effort to combat the global financial downturn, the government agreed at the Central Economic Work Conference last December to promote private enterprises so to create jobs, to increase market access for private investment and protect the legitimate rights and interests of private investors.

BEIJING, Feb. 1 (Xinhua) -- Chinese Premier Wen Jiabao has reiterated his country's support for the Copenhagen Accord and China's commitments to addressing climate change.In separate replies to letters from Danish Prime Minister Lars Loekke Rasmussen and UN Secretary-General Ban Ki-moon, Wen said the Copenhagen Accord resulting from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and pointed the direction for future negotiations.The document reflected the political will of all parties to actively tackle climate change, upheld the dual-track negotiating mechanism of the UN Framework Convention on Climate Change and its Kyoto Protocol, and reaffirmed the principle of "common but differentiated responsibilities" for developed and developing countries, Wen wrote in the letters dated Friday.He said China would do its best to honor its commitments on climate change, including a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels, an increase to 15 percent of non-fossil fuels in the country's total primary energy mix by 2020, and an increase of 40 million hectares of forest and 1.3 billion cubic meters of forest volume by 2020 from 2005 levels.Wen said China will continue to play an active and constructive role and work jointly with the international community for a meaningful conclusion of the Bali Roadmap negotiations at the Mexico climate talks with a comprehensive, effective and binding outcome that will reinforce the implementation of the convention and the protocol.

BEIJING, Feb. 9 (Xinhua) -- Following several reports of melamine-tainted milk products resurfacing, Chinese Vice Premier Li Keqiang on Tuesday vowed a new nationwide campaign in 2010 to ensure food safety."Food is essential, and safety should be a top priority for food. Food safety is closely related to people's life and health and economic development and social harmony," Li said at the first plenary meeting of the recently-established food safety commission under the State Council.According to Li, this year's campaign will focus on the prominent issues of food additives, edible farm products, food production processing, food circulation and import and export, livestock slaughter, the catering industry and health supplements industry, among others."We should understand the foundation for the country's food safety is still weak and the situation is grave," Li said. Melamine-contaminated milk products killed at least six children in 2008 and sickened 300,000.Li stressed responsibility of food producers and vendors while calling on various government departments to strengthen supervision and guidance of these companies.He urged improvement in food safety standards and the food system production check-ups, risk evaluation, accident prevention and emergency response.Li vowed to "thoroughly" investigate the latest milk scandal, destroy all tainted products and severely punish those responsible.Two managers from a dairy company and a milk powder dealer in northwestern Shaanxi Province were arrested on charges of manufacturing and selling food that does not meet hygiene standards, local police said earlier this month.Li urged the strengthening of law enforcement by increasing the frequency of inspection and expanding the supervision to clear up potential troubles and ensure people spend a happy and peaceful Lunar New Year, which falls on Feb. 14 this year.
