DAR ES SALAAM, May 5 (Xinhua) -- "China-Africa new strategic partnership has currently reached a new level, however there is still a necessity for the partnership to be expanded and strengthened as the situation is developing," Liu Guijin, special envoy of the Chinese government on African affairs, told Xinhua here on Wednesday ahead of the plenary session of the 20th World Economic Forum on Africa.Liu said that the "eight new measures" announced by Chinese Premier Wen Jiabao at the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egypt in November pointed out the favorable direction in the next three years to enhance China-Africa cooperation."First, expand the current China-Africa economic and trade cooperation, which has achieved great progress in recent years. The bilateral trade volume surpassed 106.8 billion U.S. dollars in 2008. BEIJING, April 28 (Xinhua) -- China's human resource official said Wednesday the country will step up efforts to improve social services for migrant rural workers in a report on protecting migrant rural workers' interests.In a report to the Standing Committee of the National People' s Congress， Yang Zhiming, vice minister of the Ministry of Human Resources and Social Security, said relevant efforts will be listed in the next five-year plan,Yang said the ministry will increase the coverage of labor contract for migrant rural workers, improve their working conditions and realize the portability of old-age insurance for them.Yang said in the report that currently, many migrant rural workers still face difficulty in getting payment in time, signing labor contracts with their employers, and suffer from poor working conditions.The report also noted progress in protecting the rights and interests of migrant rural workers, such as more legal assistance to migrant rural workers.According to the National Bureau of Statistics, the number of farmers who worked away from their farmland for over six months reached 229.78 million in the year 2009.

BEIJING, April 13 (Xinhua) -- China's housing authorities on Monday urged local governments to put more efforts into the building of low-income housing.The national goal for 2010 is to build 3 million apartments for low-income families, renovate 2.8 million in urban shantytown areas, and expand renovation of dilapidated houses in rural areas, an unidentified official with the Ministry of Housing and Urban-Rural Development (MOHURD) told a teleconference.The ministry urged governments at all levels to strictly implement preferential policies in land provision, funding, tax reduction and credit support for low-income housing projects, to ensure the realization of the annual construction goals.MOHURD also called for efforts to curb the precipitous rise of housing prices in some cities by increasing the supply of small and medium-sized houses and to rein in the speculation on rising house prices.
