SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) — This November will see two meteor showers and a lunar eclipse grace the skies.The Northern Taurid meteor shower will skirt across our atmosphere on Nov. 11-12, according to EarthSky. The event is also expected to produce about five meteors per hour, but the shower is famous for its slow-moving and bright meteors.The next week, the Leonid meteor shower will peak on Nov. 16-17. That shower is expected to produce 15 to 20 meteors per hour. NASA says the Leonid shower happens every November and features some of the fastest moving meteors out there, traveling at about 44 miles per second.Stargazers are encouraged to get the best viewing of the meteor shower by finding an area away from lights and laying flat, with feet facing east, to take in as much sky as possible, according to NASA. The best viewing time will be around midnight and last until dawn.Then to cap off the month, on Nov. 30, a penumbral lunar eclipse will visible throughout North America. SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow.
