SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong. The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) — She's just 5-years-old, but Faith Perkins is now a published author.Faith and her mother Neka wrote the book 'Faith and Trinity the Unicorn', inspired by the loss of Trinity, Faith's older sister."My husband and I lost Trinity prematurely at 24 weeks in May 2012, of course, that was a devastation, it hurt us, but our faith prompted us to try again, and that's when Faith was born," said Neka. In the book, Faith travels the world with her sister Trinity, who is a unicorn. Faith explains how she and her mother wrote the book together, "What we would do is me and her would sit down, and she would tell me what it would be like if we were playing with each other and whatever I would tell her she would write down on a piece of paper."Neka and Faith hope the book will help others coping with loss. "I hope to inspire so many other individuals to talk about it, it's not easy, it's painful," said Neka. But Neka says writing the book with Faith has helped her heal and find some closure. "I can only imagine what life would have been like with her here, so this allows us to keep the hope alive," said Neka. For Faith, getting the book published is only the beginning. She's using the proceeds to help the homeless, help kids with field trip expenses, and to donate gifts to local NICU’s.You can purchase the book at Barnes & Noble stores in San Diego, as well as on the Barnes & Noble website. The book is also available on Amazon Kindle. 1471

SAN DIEGO (KGTV) — Sandy Sim came all the way from Fallbrook just to find out that she was locked out of 101 Ash Street. She was one of multiple people who came to the downtown building thinking the skyscraper was open for city business. Instead, it was shuttered Wednesday after the county found traces of asbestos on one the 17th floor. "I think the building should be removed, should be brought down, and just put up another building. It will probably be cheaper too," said Ignacio Alcaraz, a Spring Valley resident who had just left City Hall. RELATED: City Council leader calls for audit of city building shuttered due to asbestosThe city has been spending ,000 per day in a lease-to-own agreement valued at .5 million. The city inked the deal for the former Sempra Headquarters in 2017 with the plan of moving 1,100 employees into it to save on rent. But the building has remained vacant for all but about a month since then, after the city discovered numerous problems and needed repairs. City workers finally moved in about a month ago, but vacated last weekend after the county served the city with a violation for the asbestos."I think it's taken a horrible toll," said Councilwoman Barbara Bry, who took office after the deal was signed. "I was downtown over the weekend and noticed workers literally wheeling boxes and files and chairs out of 101 Ash."The city insists the building is safe, conducting 235 air quality tests in the last few months, and that it closed the building in an abundance of caution. Bry is now calling for an audit into how the city could do a deal like this. She said she cannot understand why the city would take possession of a property that old "as is.""That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said. Bry has forwarded her request to the city's auditor. Meanwhile, the Mayor's office has authorized the city to hire an outside consultant to determine how this deal came to be. 2005
